About this file
This is an Industry Capability Questionnaire (Attachment A) for a Sources Sought Notice issued by the Department of Commerce's National Oceanic and Atmospheric Administration (NOAA), Office of the Chief Administrative Officer, Safety and Environmental Office. The questionnaire is designed to conduct market research and refine acquisition strategy for an Indefinite Delivery, Indefinite Quantity (IDIQ) contract for environmental, occupational safety, and health support services across approximately 235 NOAA sites nationwide. The solicitation number is 26-1175, and this is a pre-solicitation opportunity.
The questionnaire addresses four primary sections to evaluate contractor capability: Business Profile & Strategy (socio-economic status, existing contract vehicles such as GSA MAS or GWACs, and intended teaming arrangements); Technical & Geographic Reach (national deployment capability, experience with TEAM Guide and OSH Guide protocols, bonding capacity for demolition and remediation work, and NEPA expertise including Section 106 NHPA and Section 7 ESA consultations); Personnel & Qualifications (availability of reach-back support for Certified Industrial Hygienists, Certified Safety Professionals, Professional Engineers in environmental/civil disciplines, and Certified Professional Environmental Auditors, plus confirmation of 40-hour HAZWOPER certifications and active medical monitoring for field staff); and Capacity & Risk (administrative capacity to manage multiple simultaneous task orders with 10-day proposal turnarounds and experience handling Controlled Unclassified Information with federal data security compliance). This questionnaire is a template designed to assess contractor qualifications rather than specify deliverable products or services.
