About this file

This is a Small Business Sources Sought Notice issued by the National Institutes of Health (NIH), Office of Acquisitions, under the Department of Health and Human Services. The notice seeks information regarding the availability and capability of small business concerns—including 8(a) small businesses, small disadvantaged businesses (SDB), women-owned small businesses (WOSB), HUBZone small businesses, veteran-owned small businesses (VOSB), and service-disabled veteran-owned small businesses (SDVOSB)—to supply animal feed, bedding, enrichment, and housing supplies for NIH research facilities. This is an Indefinite-Delivery Indefinite-Quantity (IDIQ)/Requirements-type acquisition, with the government considering up to two awards among vendors capable of providing at least four of the required items if multiple awards provide best value. The notice does not constitute a formal solicitation and is intended to inform the government's determination of appropriate acquisition methods and set-aside eligibility.

The statement of need identifies thirty specific line items, including branded rodent feed products (LabDiet and PicoLab brands manufactured by Purina), hydration and nutrition gels (DietGel and HydroGel by Clear H2O), bedding materials (Sani Chip, Alpha-Dri Plus, Bed-o'-Cobs, and Enviro-Dri), enrichment supplies (Nestlets and Cocoon), and cage housing components and accessories (Innovive brand products including cage bottoms, filter tops, water bottles, and feed trays). Quantities range from minimum/maximum pairs, with items such as LabDiet 5L8F ranging from 4,860 to 8,100 units (33 lb. bags) and Sani Chip bulk bags from 180 to 300 units (55 cu. ft. bags). Capability statements must be submitted by Friday, June 12, 2026, at 7:00 a.m. EST to Lynda Cole, Contract Specialist, at Lynda.cole@nih.gov. Statements should not exceed seven pages and must include vendor name and address, business size and type, UEI number, points of contact with authority and knowledge, and relevant professional qualifications. The government will use responses to determine acquisition strategy and does not obligate itself to award a contract or provide feedback to respondents.
