Grand Teton National Park

Scope of Work

A. Introduction

1. Grand Teton National Park needs a replacement for the courtesy dock at the

Signal Mountain Public Boat Launch. The existing courtesy dock in place is in poor condition and requires frequent repair. The dock is removed from the lake every fall where it stays on the boat ramp for the winter until the lake melts in May. Because the dock does not have wheels, the dock is dragged approximately 250’ on its polyethylene floats every time it is put in and out of winter storage.

B. Scope

1. Remove and dispose of existing courtesy dock. Depending on when the installation work of the new dock occurs, the existing dock may be in its winter storage position on the boat ramp.

2. Manufacture, deliver, and install replacement courtesy dock.

3. Install new lakeside anchors, if required. The existing lakeside anchors were surveyed for their condition in 2018 by NPS Submerged Resources. The report is attached to the SOW. If it is determined the existing anchors are of sufficient size, in adequate condition, and in the correct position (or can be moved to the correct position), the existing lakeside anchors will be used. The existing land anchors will be used.

a. Along with the proposal, the contractor shall state whether they will reuse existing lakeside anchors or install new lakeside anchors. If new anchors are installed, contractor shall state their plan for removing existing anchors. If existing anchors are used, contractor shall state their plan for moving existing anchors to the correct position (if needed).

C. New Courtesy Dock Requirements

1. One courtesy dock consisting of: 90’ long x 8’ wide floating walkway with composite decking, winches, removable wheels, and a 30’ long x 5’ aluminum bridge.

D. Specification of New Dock

1. Below are specifications based on the specifications of docks currently in use on Jackson Lake. Contractor shall submit specifications with quote/proposal.

Where the contractor specifications differ from the park’s specifications, the contractor shall state the reason for the difference and how the proposed specifications meet the intent of the park’s specifications.

Proposed/quoted dock must meet or exceed the purpose of each specification below. Again, these specifications are based on docks currently being successfully used.

2. Dock Frame - 12" deep box truss frame made with main structural members constructed from EXTRA HEAVY DUTY 2½"x2½"x5/16" angle, frames connected with ½" diameter Grade 5 galvanized bolts.

3. Flotation – Black, 20" deep, rotational molded polyethylene encased floats, filled with expanded polystyrene and bolted to the dock frame with 3/8" diameter galvanized bolts and washers. Shell thickness shall be nominal .150 inches.

G. Project Management and Coordination

1. Items required with quote:

a. Technical specifications and illustrations/pictures of proposed items.

b. Proposed Installation Plan

i. Plan will include means and methods of installation, necessary boat ramp and parking area closures, etc.

c. Proposed Installation Schedule

i. First preference for installation of new dock is after the lake has melted but before the dock has been put back into the lake (end of April – May 9th) OR after the dock has been removed from the lake but before winter (October 16th – mid-November). These approximate dates are based on the Signal Mountain Lodge operating season. Note that the spring melt off date for Jackson Lake varies depending on the year and ice sometimes persists on the lake through mid-May.

ii. Second preference for installation of new dock is before May 22nd OR after September 30th. These approximate dates are based on the Signal Mountain Marina operating season.

iii. Boat ramp and dock receive heavy usage during the summer.

Installation during the busy summer months between May 22nd and September 30th is not possible without significant impact to park visitors and concession operations. Every effort should be made to install new dock outside of these dates.

I. Park Specific Requirements

1. USE OF PREMISES

a. Storage of Materials and Equipment: If needed, the park will provide access to a staging area in vicinity of the Signal Mountain Boat Launch.

a. Use of Park Housing: Housing will not be available. An RV space in the park may be made available if requested.

b. Hauling Restrictions: Comply with all legal load restrictions in the hauling of materials. Load restrictions on park roads are identical to the state load restrictions with such additional regulations as may be imposed by the Park Superintendent. Information regarding rules and regulations for vehicular traffic on park roads may be obtained from the Office of the Park Superintendent. A special permit will not relieve Contractor of liability for damage, which may result from moving of equipment.

2. GOVERNMENT'S OCCUPANCY REQUIREMENTS

a. Road or boat ramp closures will be permitted, when required, upon specific approval of Contracting Officer.

3. WORK RESTRICTIONS

a. On-Site Work Hours: Work shall be performed during normal business working daylight hours only, and from 8 am to 6 pm, Monday through Thursday.

b. Work outside normal business working hours permitted with prior approval from Contracting Officer. Requests shall be submitted one week prior to requested work outside normal business hours will occur. Due to the condensed installation schedule for this project, the park will accept longer working hours if it minimizes the days of boat ramp closure.

4. PROTECTION OF PARKS AND PUBLIC LANDS

a. All boats are required to have a Grand Teton Boat Permit prior to launching on any of the park’s waters. All watercraft using Wyoming waters are required to display a Wyoming Aquatic Invasive Species decal.

The decal can be purchased online at the Wyoming Game and Fish Department website or from a variety of local vendors. All boats entering Grand Teton National Park are required to stop for an Aquatic Invasive Species (AIS) inspection.

b. All vehicles and equipment that enter the Park are staged in association with this project shall be free of mud, weeds, seeds, plant material, and other unwanted substances upon entering the park.

c. Do not operate or park any equipment off the paved roadway except in approved areas. Do not operate or store vehicles and equipment leaking oil, gas, or anti-freeze within the park boundaries. Do not drain oil, hydraulic fluids, anti-freeze, or other chemicals onto the ground within Park boundaries. Notify CO of any spill immediately. Contractor is responsible for the immediate cleanup of any spill.

d. Do not feed or disturb wildlife within the Park boundaries. Store and handle food, fuel, food containers, dishes, or other attractants including toiletries, pet food/bowls, and any odorous item in a manner that does not attract bears, i.e. no food, pet food, garbage, drinks, trash, or food and drink containers except during actual use. All on site construction personnel are required to report all bear sightings in the work area or housing area to the Teton Interagency Dispatch Center and COR immediately.

e. In camping, picnic, and day-use front country areas, all food items must be attended to at all times or stored inside bear resistant food storage lockers, or inside hard-sided vehicles with doors locked and windows closed.

f. In developed lodging areas and residences, all unattended food items must be stored inside a secure building or inside hard-sided vehicles with doors locked and windows closed so that food is not visible from the exterior.

g. Temporarily suspend construction activities when a grizzly bear or wolf comes near the work site and creates a potential animal/human conflict.

Immediately notify the CO and Teton Interagency Dispatch Center for resolution of any potential animal/human conflicts or of actual animal/human confrontations. If necessary, contractor, subcontractor, and employee may be required to carry bear pepper spray, if warranted by bear/human activity. The Government will not supply bear pepper spray.

Maintain required distances from wildlife at all times.

h. All of contractor’s personnel who will be working in the park must be given a wildlife briefing by GRTE staff prior to commencing work.

i. Immediately remove all debris that falls into Jackson Lake.

Summary of GRTE’s Concessionaire-managed Dock & Anchor Conditions Excerpts from End of Fieldwork Memo

NPS Submerged Resources Center 8-1-2018 tcarson Text Box Relevent Excerpt from:

Overview

The following summarizes the work conducted at Grand Teton National Park (GRTE) from August 5-15, 2018, by the National Park Service Submerged Resources Center (SRC). This project’s primary goal was to document submerged cultural resources in the park and to evaluate areas around existing docks for current conditions and possible development.

Specifically, the SRC objectives were to document a small shipwreck at Signal Mountain and identify the mooring systems for NPS-owned docks, managed through a concessions contract, using side scan sonar, photographs, and hand documentation.

The dock and mooring assessments identified location, condition, and degradation of the intact anchoring systems. Basic data were collected on the anchor systems’ depth, orientation, and distances. The assessment included grading of integrity of the attachment hardware, i.e., chains, wire rope, shackles, swivels, and u-bolts. The anchoring material was also evaluated for deterioration levels via an examination of concrete, barrel, and metal deadweight anchors.

Finally, the assessment identified the substrate for suitability as the proper anchor system for the substrate is critical to anchor holding power and stability.

Signal Mountain Boat Ramp

Signal Mountain Boat Ramp Dock is a floating structure with one shore side connection and water side held by an anchoring system. The anchors are connected to the north and south corners of the northwest facing dock (Figure 24). The south corner of the dock is connected to a wire rope, which runs at 350⁰. The wire rope connects directly to a swivel and is 85% intact. A wire rope is then connected to the other end of the swivel. This wire rope is wrapped around the cement anchor and through a u-bolt. The cement anchor, measuring 2 feet x 2 feet x 3 feet, is 90% intact (Figure 25-26). The edges of the anchor is suspended about 1.75 inches above the cobble substrate at 38 feet.

The north dock corner connects to a wire rope which runs 319⁰. The wire rope connects directly to a swivel and is 80% intact. A wire rope is connected to the other end of the swivel, then wraps around the cement anchor and through a u-bolt. The cement anchor measures 2 feet x 2 feet x 3 feet and is 95% intact (Figures 27-28). The edges of the anchor are suspended about two inches above the cobble substrate at 45 feet. An unattached concrete barrel was observed during the investigation of the block attached to the southern dock post. An image was taken for documentation purposes, but no other details were recorded.

Recommended actions: None

Conclusions and Recommendations

The following are brief mooring system recommendations for the future:

When using deadweight cement anchors, it is recommended to use these anchors in a mud or mud/silt environment. This substrate will create suction and a secure hold for the anchor. A cobblestone substrate, as seen at a number of sites, acts as a shifting base and the anchor will move on top of the rocks instead of settling. In addition to suitable substrates, dead weight cement anchors work best when placed with a chain leader to increase holding power. Large Danforth anchors work especially well in cobble stone substrates. All anchors in environmentally exposed conditions (i.e., high winds and/or ice shifts) should be inspected annually. Additionally, all connection hardware should be replaced when it reaches 60% intact or 40% degradation.

In terms of cultural clearance for future dock or anchor work, the sonar did not uncover any cultural resources. For purposes of Section 106 compliance, cultural clearance is recommended with the standard stipulation that should archaeological remains be uncovered during the implementation of any part of a project, the appropriate federal agencies be contacted immediately.
