PROJECT DESCRIPTION:

The U.S. Department of Veterans Affairs (VA) and Program Contracting Activity Central (PCAC) (herein referred to as “the Government”) requests information from the market on the qualifications and experience of specialized firms to provide third-party fire and life safety professional services for VA Healthcare Systems across the United States and its territories. As its own Authority Having Jurisdiction (AHJ), the Veterans Health Administration is responsible for ensuring its adopted fire and life safety codes and standards are adhered to in the design, construction and operation of its facilities in accordance with VHA Directive 7712 Fire Protection Code Reviews of Delegated Construction Projects dated May 19, 2022 (https://www.va.gov/vhapublications/ViewPublication.asp?pub_ID=9797), the VA Fire Protection Design Manual, Ninth Edition dated Nov 1, 2023 (https://vatilms.va.gov/vatilms/reports/PG-18- 10%20Design%20Manuals), the new Joint Commission Physical Environment Essentials for Health Care Standards (https://store.jcrinc.com/2026-physical-environment-essentials-for-health-care/) that are replacing the Environment of Care Standards (https://www.jointcommission.org/en- us/knowledge-library/environment-of-care), and any code or standard incorporated by reference in the above documents.

PROCUREMENT INFORMATION:

PCAC anticipates a multi-award BPA for projects VA wide. The BPA term will consist of a five-year base term. All contract work will be completed through individual Firm Fixed Price (FFP) call orders awarded against the established BPA for individual project. These call orders will be competed amongst the BPA awardees. Each call order will have its own period of performance established. The North American Industry Classification System (NAICS) code is not 100% certain currently but is anticipated to be 541330 (size standard $25.5 million).
