VA Northeastern Consortium (VANEC)
Title: Portable Patient Lifts
REQUIREMENT OVERVIEW
The purpose of this Statement of Work (SOW) is to outline the technical specifications and responsibilities of the awarded Vendor(s), in relation to the provision, integration, and implementation of portable patient lifts for all facilities and clinics in the VA Northeastern Consortium (VANEC). The VANEC is comprised of Veterans Integrated Service Networks (VISNs) 1, 2, 4 and 5. All VANEC medical centers, facilities, and clinics are authorized to order from this BPA. The requirement will account for the procurement of mobile lifts, which should include all the necessary hardware, software, tools, accessories, installation, maintenance, warranty, training, and shipping. Lifts should be designed for hoisting and transferring a patient safely and with minimal physical effort. The primary function of the mobile lift is to minimize the need for manual holding by the nurse or caregiver when needing to transfer or reposition a veteran, promoting both patient and employee safety and comfort. Key criteria include safety features, weight capacity, battery life, versatility, integrated scale, and lift capabilities. Preference is made for systems that not only meet the required specifications and intentions, but are compact, requiring less storage and fitting into small spaces alongside beds, in tight restrooms, etc. Any systems that require batteries shall include the appropriate battery charging methodology and equipment.
The contractor shall deliver and install the system(s) with all specified salient characteristics. Only new equipment will be accepted; recertified and refurbished equipment are not acceptable. The contractor shall provide shipping, transport, assembly and all equipment necessary to meet the requirements and capabilities listed within the scope. The contractor shall deliver the mobile lifts to any of the facilities in VANEC. Please see the included station/location list. The assembly and validation of the system must be performed by a vendor service trained representative. The contractor is responsible for identifying any missing parts or components not included in the order for the mobile lifts to be successfully installed and validated to their full potential. The contractor shall include accessories and initial consumables that are necessary for use of the equipment.
Each task order awarded against the BPA will provide exact quantities. Note: For the Fall Recovery Mattress Lift & Single-Patient Use Transfer Systems, no inventory could be identified for replacement.
DEFINITIONS
The VA Medical Device Nomenclature System (VAMDNS) was used, when possible/applicable, to categorize the equipment required. Each general category is defined here to help explain the intention of the specified equipment.
CHAIRS: DISABLED PATIENT
Chairs designed to assist permanently disabled persons in performing long-term activities that the person otherwise finds difficult or impossible to do. Chairs for disabled patients are adjustable in height and may be operated either manually or powered. Most of these chairs also include other accessories or restraints according to patient’s particular disabilities.
CHAIRS: REHABILITATION
Chairs designed to help patients assume a posture that assists in their rehabilitation and mobilization. These chairs typically have special characteristics that facilitate rapid patient positioning in the appropriate posture; the chairs may be mechanically or electrically adjustable. Some chairs also permit limited indoor transportation. Rehabilitation chairs are widely used in acute care settings as well as for short-term and long-term rehabilitation; they are intended for patients with a variety of chronic diseases. Dedicated chairs for cardiac and/or pulmonary rehabilitation are also available.
LIFTS: PATIENT TRANSFER
Lifts designed for hoisting and transferring a patient safely and with minimal physical effort. These lifts consist of a C-shaped or U-shaped support base usually including casters, a vertical mast, a pivoting boom, a swivel bar, a seat, and the lifting mechanism; they are manually, electrically, or battery operated using hydraulic or screw jack lifting mechanisms. Patient lifts are frequently used to transfer patients (e.g. to and from a wheelchair, toilet, or bathtub), reducing the risk of injury to those assisting with transfer and of patient drop. Some patient transfer lifts are mounted on tracks to permit patient transfers between rooms or different vertical levels. Lifts may also be designed to include a horizontal platform that is placed on the floor to raise a patient from the floor to standing or sitting position. These units are usually mobile and battery powered.
LIFTS: PATIENT TRANSFER: MOBILE: BATH
Mobile patient transfer lifts are designed to hoist and transfer patients to a bathtub. These lifts are made with materials that are resistant to water damage. Some units can be used to lower and raise patients in and out of the bathtub. The units may have removable headrests and backrests. These lifts can also be used for showering, toileting, and other hygiene purposes.
STANDING FRAMES: MOBILE
Standing wheeled frames designed to help users remain in a standing, upright position when they are transported. These can also be used as a walking aid. These frames typically consist of a rigid, metal framework with the center of gravity low enough for stability; they include upper bars for user support, bottom bars mounted on casters, and brakes. Mobile frames are available in a variety of configurations according to the intended purposes, such as helping to get in and out of wheelchairs; some frames provide user support to help patients maintain a standing position. Mobile standing frames may include powered mechanisms used to move the frame with the user in a standing position or to lower or raise the patient.
STRETCHER/CHAIRS: PORTABLE
Portable stretchers then can be converted from stretcher to chair and back to stretchers; some may include wheels. Some of these stretchers can be folded or hinged for compact storage and/or include two or four wheels to facilitate patient transportation.
Portable stretchers/chairs are used for patient transportation in places of difficult access or when the space is not enough for stretcher handling, such as stairs and elevators.
