THIS IS A SOURCES SOUGHT NOTICE ONLY. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to identify potential offerors for market research purposes and to determine whether to set-aside the requirement for small business concerns for the upcoming Request for Quotes (RFQ) for: Waste Collection at Morehead City Port Terminal.
Naval Facilities Engineering Command Mid-Atlantic is specifically seeking HUB Zone Small Businesses, 8(a) Small Businesses, Service Disabled Veteran Owned Small Businesses, Women Owned Small Businesses, Economically Disadvantaged Women Owned Small Businesses, or other Small Businesses with current relevant qualifications, experience, personnel, and capabilities to perform the proposed requirement.
The work includes, but is not limited to providing all labor, supervision, tools, materials, equipment, transportation, and management necessary to provide and maintain waste collection services on one, eight (8) cubic yard front-loading waste collection container. The container shall be placed at a location designated by the Contracting Officer. The location shall be near building MH-6 at the Morehead City Port Terminal, in Morehead City, NC. This contract shall exclude radioactive, volatile, explosive, toxic or other hazardous material which might be harmful to the contractor’s employees or equipment or which may be restricted by Government and State of North Carolina Local regulations regarding solid waste collection or disposal.
The Government intends to award a Firm Fixed Price type contract with a base period of one year plus four (4) option years. The total term of the contract, including all options, will not exceed sixty (60) months. The Contractor may be required to continue performance for an additional period up to six (6) months under the Option to Extend Services Clause. In either case, the Government will not synopsize the options when exercised.
The North American Industry Classification System (NAICS) Code for this procurement is 562111 and the annual size standard is $47,000,000. This contract will replace a five-year contract for similar services awarded in 2018 for $12,352.20 (firm-fixed price portion) total for all five years. Information about the current contract and the incumbent contractor (e.g., value of last option exercised, firm name, address, etc.) will be included in the solicitation package.
Requests under the Freedom of Information Act are not required for this information.

The proposed contract listed here is being considered for 100 percent set-aside for small businesses (SB). The Government encourages all Small Businesses, or other Small Business concerns interested to respond, indicating interest in the acquisition by providing to the Contracting Office a one (1) page capability statement and a positive statement of eligibility as a Small Business type. The capability statement shall include the following in your write-up:
Ability to meet all technical requirements outlined in this notice (prior work experience) Active in the System for Award Management Registration (SAM) with:
o Unique Entity ID (UEI) o CAGE code Representations as Small Business or other Small Business Concern Type Small Business classification for NAICS Code 562111
If adequate interest is not received from Small Business Concerns, the solicitation will be issued as unrestricted without further notice.
Notifications of interest must be submitted in writing via email; phone calls will NOT be accepted. Interested parties should respond as soon as possible but no later than close of business on 25 August 2023 at 2:00 PM. Telephonic submissions and questions will not be entertained until after the official solicitation is posted.
