SOURCES SOUGHT SYNOPSIS

THIS IS A Sources Sought Notice ONLY. The U.S. Government desires to procure Army Privatized and Government-Owned Military Housing Inspections Services on a full and open basis. The Army estimates that the per year number of homes to be inspected during the 60 month period of performance (12-month base period + four 12-month option periods) under this contract is between 10,000 – 40,000 homes per year in both CONUS and OCONUS Locations. We encourage all businesses, in all socioeconomic categories (including, 8(a) Business Development Program, Small Disadvantage Business, Historically Underutilized Business Zone, Service-Disabled Veteran-Owned, Women-Owned Small Business concerns), along with large businesses to identify their capabilities in meeting the requirement at a fair market price.

This notice is issued solely for information and planning purposes – it does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this sources sought notice. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. Not responding to this notice does not preclude participation in any future RFQ or IFB or RFP, if any is issued. If a solicitation is released, it will be synopsized on the Governmentwide Point of Entry. It is the responsibility of potential offerors to monitor the Governmentwide Point of Entry for additional information pertaining to this requirement.

A continued need is anticipated for Army Privatized and Government Owned Military Housing Inspection Services which is currently being fulfilled through current contract # W9124J-20-C-0039. Attached is the draft Performance Work Statement (PWS).

The entire project is broken out into three phases. This Sources Sought Notice pertains to Phase 3 of the project. For your information, the contract number and name of the contractor who performed Phase 1 is as follows:

d. Contract Total Firm Fixed Price: $1,976,288.04 Base and One Option Period.

The requirement under consideration is being looked at as a base plus 4 options.

In response to this sources sought, please provide answers to the following questions. While there is no page limit, please get to the point of your answer.

1. Name of the firm, point of contact, phone number, email address, Unique Entity Identifier (UEI) number, CAGE code, a statement regarding small business status (if a small business, including small business type(s)/certifications(s) such as SDB, 8(a), HUBZone, SDVOSB, WOSB, etc.) and the corresponding NAICS code.

2. Identify whether your firm is interested in competing for this requirement as a prime contractor or not. Identify subcontracting, joint ventures or teaming arrangement that may be pursued, if any.

a. What percentage of work will be performed by the prime contractor? If the prime is a small business, how much of the work will be subcontracted out to all similarly situated entity subcontractors? Note: All socio-economic set-asides include the clause FAR 52.219-14 Limitations on Subcontracting (Class Deviation 2021-O0008):

“Similarly situated entity" means a first-tier subcontractor, including an independent contractor, that has the same small business program status as that which qualified the prime contractor for the award and that is considered small for the NAICS code the prime contractor assigned to the subcontract the subcontractor will perform. An example of a similarly situated entity is a first-tier subcontractor that is a HUBZone small business concern for a HUBZone set-aside.

In addition, the Contractor agrees in performance of a contract for services, it will not pay more than 50 percent of the amount paid by the Government for contract performance to subcontractors that are not similarly situated entities.

3. Please identify your firm’s previous experience (indicate whether as a prime contractor or subcontractor) on similar requirements (include size, scope, complexity, timeframe, government or commercial). Please include any pertinent certifications, etc., that will facilitate making a capability determination.

4. In your opinion, is the contemplated work considered commercially available?

5. Do you have any input as to how the Army can best structure this contract requirement to facilitate competition by and among large and small business concerns?

6. This requirement is for inspection services to be performed around the world. This means that whoever is awarded this contract may be required to adhere to the various inspection licensing requirements pertaining to the state and/or country in which each inspection is required.

a. How do you envision accomplishing this very complex task that spans up to all 50 states and OCONUS locations (Germany, Korea, etc.)?

b. How do you intend to meet the requirement of having licensed inspectors in each applicable state/country?

c. What experience do you have with a project of this magnitude?

d. What financial resources does your firm have that will support accomplishing this endeavor?

7. Identify any condition or action that may be having the effect of unnecessarily restricting competition with respect to this acquisition. Please contact the MICC Advocate for Competition, Scott Kukes, at scott.d.kukes.civ@army.mil or 210-466-3015, if you believe that this action is unreasonably restricting competition. Include the subject of the acquisition, this announcement, and the MICC POC information from the sam.gov notice. Provide the specific aspects that unreasonably restrict competition and the rationale for such conclusion.

8. Recommendations to improve the approach/specifications/draft PWS/PRS to acquiring the identified items/services.

9. The NAICS code contemplated for this requirement is 541350, Building Inspection Services, with a size standard of $10M. In your opinion, does this NAICS code fit this requirement? If not, which NAICS code would you suggest and why?

Upon receipt of responses, the Government will request from our Customer an assessment regarding each firm’s potential to fulfil our requirements as depicted in the draft PWS. Questions for this sources sought may be submitted prior to the closing date of this notice. Government responses to the questions are not guaranteed.

All questions MUST be in writing. In all responses, please reference W9124J-23 R-HOUS. Verbal questions will not be accepted. This synopsis is for information and planning purposes only and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. No telephonic responses will be accepted. No solicitation currently exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in Sam.gov It is the potential offerors responsibility to monitor this site for the release of any solicitation or synopsis.
