Which NAICS code does BEP currently anticipate using for any future solicitation, and how does BEP view the principal purpose of the requirement:
equipment acquisition, systems integration, or support services?
NAICS Code 334517, Irradiation Apparatus Manufacturing, applies to this requirement because the principal purpose of the acquisition is to obtain specialized mail and package screening equipment designed to detect potentially hazardous or suspicious materials and protect operators and Government infrastructure.
2 Is BEP currently considering a small-business, 8(a), or other socioeconomic set-aside for any future solicitation, or is the acquisition strategy still under evaluation based on the responses to this Sources Sought Notice?
The acquisition strategy is still under evaluation, and a determination will be made after the Sources Sought notice closes and all responses are reviewed.
3 Will BEP permit a small-business prime contractor to provide an integrated solution using specialized equipment manufacturers, OEMs, and subcontractors, or does BEP anticipate requiring the prime contractor to manufacture the principal equipment being supplied?
BEP desires the equipment along with a service plan for the equipment. BEP anticipates having its staff operate the equipment. BEP does not anticipate hiring contractor support for day-to-day operations of the machine. BEP is open to whichever industry combination offers the best value for the Government.
4 Does BEP intend the contemplated requirement to include only equipment acquisition, or should industry also plan for installation, commissioning, system integration, SOP development, operator training, calibration, preventive maintenance, consumables, technical support, and recurring service?
For now, yes. Please include all these options in your response. The BEP is not sure how many of these will be included in the final requirement.
5 Can BEP provide a prioritized list of the biological, chemical, narcotics, toxic industrial chemical, powder, liquid, and other hazards that the proposed system
BEP will consider all hazard preventions.
Explosives prevention is not required. Please clarify your company’s product capabilities in response to this sources sought. BEP

6 For each hazard category, does BEP require direct identification, or will presumptive screening be acceptable where confirmatory identification is not technologically feasible?
BEP is developing our requirement. Please clarify what your system’s capabilities are in this area when responding to this sources sought notice.
7 Is explosives detection intended to be within the scope of this requirement?
The Sources Sought identifies biological hazards, chemicals, unknown powders, liquids, narcotics, controlled substances, and toxic industrial chemicals, but does not expressly identify explosives.
No, explosive detection is not required for this product.
8 What are the average and peak daily volumes of letters, flats, padded mailers, parcels, and irregular packages, and does BEP have a minimum required throughput or maximum acceptable screening cycle time?
There are about 20,000 submissions annually (roughly 80 per day) for screening.
9 What are the maximum dimensions and weights of the mail pieces and packages the proposed system must accommodate?
Most packages consist of currency mailed, like mailing a letter. However, we do receive large packages from time to time. Our estimate is up to approximately 14 inches high, 16 inches long, 8 inches wide. Up to 50 pounds. We are interested in your specifications, as we have not finalized our specifications. Please provide this information when responding to this sources sought notice.
10 Can BEP provide the dimensions of the intended installation area and identify available electrical service, HVAC/ventilation conditions, exhaust capability, and whether external exhaust is permitted?
BEP is interested in seeing the dimensions and capabilities of the systems on the market.
Please provide this information in your sources sought response. Once we have a better understanding of the systems available in the marketplace, we will better specify our requirements.
11 Does BEP have a required airflow, negative-pressure, filtration, HEPA, or containment performance standard for the proposed screening workstation or table
This information is still being determined.
Please submit your capabilities and/or recommended standards and they will be considered. For filtration, BEP desires to have the ability to create measured face and downward air velocity, to reduce the risk of spreading airborne biohazards in an office

BEP anticipates a self-contained HEPA filtered downdraft/backdraft unit that protects the operator's breathing zone during mail screening operations.
12 Does BEP have minimum acceptable limits of detection, sensitivity, specificity, false-positive rates, or false-negative rates for any threat category, and is independent third-party validation required or will manufacturer validation and published test data be acceptable?
For detection alert: Both audible and visual notification as much as possible. Less than 1% false-positive/negative rates desired.
13 How many screening stations, tables, detectors, or complete integrated systems does BEP anticipate acquiring under any future solicitation?
One system with required accompanying components.
14 Does BEP anticipate providing a pre-solicitation or pre-proposal site visit, and what installation, commissioning, demonstration, or acceptance-testing criteria does BEP expect to use to determine that the delivered system is operationally acceptable?
Yes, BEP anticipates that a site visit will be held at some point in the future. For now, please respond to this Sources Sought notice with any information you have on your potential solution.
BEP anticipates installation, commissioning, demonstration and acceptance testing. FAR 52.212-4 Contract Terms and Conditions- Commercial Products and Commercial Services
(a) Inspection/Acceptance. The Contractor shall only tender for acceptance those items that conform to the requirements of this contract. The Government reserves the right to inspect or test any supplies or services that have been tendered for acceptance. The Government may require repair or replacement of nonconforming supplies or reperformance of nonconforming services at no increase in contract price. If repair/replacement or reperformance will not correct the defects or is not possible, the Government may seek an equitable price reduction or adequate consideration for

(1) Within a reasonable time after the defect was discovered or should have been discovered; and
(2) Before any substantial change occurs in the condition of the item, unless the change is due to the defect in the item.
15 The Sources Sought states that Supplemental Information will not count toward the page limit. What is the page limit for the capability statement, and are cover pages, tables of contents, technical data sheets, and product brochures excluded from that limit?
Limit to 12 dual sided pages (front and back count as one page).
Treasury Common Services Center (TCSC) – Acquisition Services has scheduled industry site visits to provide potential vendors an opportunity to view the space and better understand the operational environment and the types of packages received. The site visits will be held at the following location and dates:

The industry site visit will be held on the following dates:

Potential vendors shall respond to this sources sought notice requesting inclusion in the site visit prior to its close. Please provide the preferred date of attendance and the first and last name of your attendees. No more than 3 attendees per vendor. Attendees are required to show a RealID for each attendee to enter the building.
