IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. The National Park Service (NPS), Northern Rockies Major Acquisition Buying Office (MABO) seeks to determine the availability and capability of potential SMALL BUSINESSES, CERTIFIED 8(a) SMALL BUSINESSES, CERTIFIED HUBZONE SMALL BUSINESSES, CERTIFIED SERVICE-DISABLED VETERAN-OWNED SMALL BUSINESS, and/or WOMAN-OWNED SMALL BUSINESSES for the project below. The Government anticipates a competitive method of procurement. The information received resulting from this market research will be considered solely for the purpose of determining whether to conduct a competitive procurement under one of SBA's socioeconomic business programs. The NPS does not intend to pay for any information provided under this notice.

PROJECT DESCRIPTION: Replace Above Ground Fuel Storage Tanks

LOCATION: Dinosaur National Monument, Quarry Exhibit Area, 4545 Hwy 40 Dinosaur, CO 81610

NAICS CODE: 237120 - Oil and Gas Pipeline and Related Structures Construction

SIZE STANDARD: $45.0 M

ESTIMATED MAGNITUDE: Between $500,000 and $1,000,000

ESTIMATED PERIOD OF PERFORMANCE: 90 days after Notice of Proceed (Approximate start date: late-June)

PROJECT DESCRIPTION: The existing above ground storage tanks fuel storage tanks (ASTs) are double walled tanks. There are three tanks total, two 2,000-gallon unleaded fuel tanks and one 2,000-gallon diesel tank. The two unleaded tanks serve two dispensers in the middle of the maintenance area connected by underground piping. The diesel tank has its own on-tank fuel dispenser. The fuel system components are well past their design life and failures are occurring. Replacement parts are not available due to the age of the system. Failure of any of the three pumps will result in an extended outage. The communication system currently communicates through a modem which is also outdated. The contractor shall:

•Disposal of Existing Fuel System
•Furnish and Install New Tank and Fuel System
•Electrical Work

The fuel systems are an integral part of the Park’s infrastructure. The fuel pumps service all the fleet vehicles which support all elements of park operations which include, maintenance, emergency services, resource and visitor protection, and resource management. Having use of on-site fuel systems eliminate the commute required to obtain fuel from Naples or Vernal and creates efficiencies in the use of employees’ time, providing less time for planning and commuting outside of the parks for fuel and more time toward their duties.
