The NPS, Glen Canyon National Recreation Area (GLCA), and the ConOps Central Arizona Major Acquisition Buying Office (MABO) seeks to determine the availability and capability of potential contractors for the project described below.
1. Background/ Overview:
Glen Canyon National Recreation Area, a unit of the National Park Service established in 1972, encompasses more than 1.25 million acres in northern Arizona and southeastern Utah. Located at the center of the Colorado Plateau, Glen Canyon provides for public enjoyment through diverse land- and water-based recreational opportunities, and protects scenic, scientific, natural, and cultural resources on Lake Powell, the Colorado River, its tributaries, and surrounding lands.
This park needs to tell the story of the Diné people who were here before there was Glen Canyon Dam, the City of Page, and Glen Canyon National Recreation Area. This story is not currently available in any format in the park. The best method to tell this story is for the native people who live in the area to tell their own story in their own words, resulting in an oral history documentary film. This project will interview and film tribal elders about their experiences growing up near Glen Canyon and how they are historically and culturally linked to this landscape and its natural resources.
The contractor shall provide all services, including labor, materials, equipment, facilities, fees, research, licensing, and travel necessary to produce one 8-minute interpretive film in 4K UHD with 5.1 surround sound, Descriptive Text Transcript (DT), Audio Description (AD) and Subtitles for the Deaf and Hard of Hearing (SDH), Closed Captions (CC), in English and Navajo languages, and option to add foreign language captions; and a hard drive containing all video products including final edit and raw footage for Glen Canyon National Recreation Area in Page, AZ.
Contractor must possess Navajo language skills and have experience working with indigenous people.
2. Logistics, Compliance, Safety, and Known Risk Factors
Glen Canyon National Recreation Area presents specific filming challenges:
1. The contractor shall research and follow all safety and resource protection rules and regulations of the park and other land management agencies and obtain any required permits and other permissions. This includes filming permits and backcountry permits. For filming on NPS land, the park shall issue a permit to the contractor for the length of the project; contractor is responsible for permit application cost.
Acquisition of permits for filming on non-NPS land shall be the responsibility of the contractor.
2. There are some specific sensitive wildlife areas that shall be off-limits to filming during certain times of the year. Park biologists shall review production plans, shooting scripts, and filming schedules for any concerns, and the contractor shall adjust locations and/or schedule as needed.
3. The contractor shall have the physical ability, equipment, and skills necessary for safely filming in remote backcountry locations. All appropriate safety procedures shall be practiced during the course of this production to ensure the well-being of all crewmembers. A safety plan which addresses local environmental conditions and safety hazards, approved by the COR, shall be required when working in the backcountry.
4. The contractor shall adhere to Leave No Trace principles at all times while in the park. See Leave No Trace Principles online: https://lnt.org/learn/7-principles.
5. On-site travel and logistics are exceedingly difficult. Very little of the park is accessible by road, and much of it shall require travel by foot or boat to access filming locations.
6. Windows of opportunity for filming can be fleeting, especially during monsoon season. The contractor shall closely monitor local conditions and be able to deploy a film crew quickly to take advantage of weather, plant life, and wildlife filming opportunities.
7. Collaboration with Native American Tribal representatives is required to ensure that all communication and media content produced or collected is respectful and accurate. The National Park
Service shall facilitate communication with tribes. Tribal representatives have not yet been identified or contacted but will be once the contract is active.
3. Response
Respondents should provide the following information:
A. A one-page cover letter that includes your company’s applicable unique entity ID, cage code, business size for NAICS listed above, and contractor point of contact.
B. Capability Statement: Firms will need to provide a response that is no longer than 2 pages which addresses their capability to complete the required services as described above.
D. Documentation will be evaluated by the NPS contracting team solely to determine the availability and potential technical capability of all businesses in providing the requirement.
NO PHONE CALLS PLEASE.
Questions regarding the announcement shall be submitted in writing by e-mail only to the Contracting Officer at rebecca_myers@nps.gov
