SOURCES SOUGHT NOTICE

This notice is not a solicitation announcement and does not constitute a request for proposal, request for quote, or invitation for bid. This is a sources sought announcement only. This notice is a market research tool being utilized for preliminary planning purposes to identify potential sources (large and small) for a firm-fixed-price contract to provide one (1) new rubber tire gantry (RTG) crane with a minimum rated capacity of 300-tons suitable for lifting, pick and carry, and up-ending of concrete structures and various ordnance. Additionally, this contract will include as an option designing, manufacturing, and certification of a lifting assembly designed for use with the primary load. This notice seeks information on the commercial availability of this weight handling equipment. The information received will be used within Naval Facilities Engineering Command Systems (NAVFACSYSCOM) Atlantic / Navy Crane Center (NAVCRANECEN), Portsmouth, VA to facilitate the decision-making process.

NAVFACSYSCOM Atlantic / NAVCRANECEN is seeking eligible sources (large and small) capable of providing the following: One (1) tire gantry crane with a minimum rated capacity of 300-ton rubber for a multi-point lift of concrete structures. The new crane will be installed at Naval Air Weapons Station (NAWS) China Lake, Supersonic Naval Ordnance Research Track (SNORT) in Ridgecrest, CA. All interested businesses (large or small) are encouraged to respond to this notice.

Upon review of industry response to this sources sought notice, the Government will determine the following: 1) whether a set-aside acquisition in lieu of full and open competition is in the Government’s best interest; and 2) if this requirement is available in the commercial market. The appropriate NAICS Code is 333923 with a size standard of 1,250 employees.

Project Description:

Provide a new 300-ton rubber tire gantry (RTG) crane suitable for lifting, pick and carry, and upending of concrete structures and various ordnance along with designing, manufacturing, and certification of a lifting assembly designed for use with the concrete structures. The crane will be located at NAWS China Lake, Supersonic Naval Ordnance Research Track (SNORT) in Ridgecrest, CA. Ridgecrest, CA experiences ambient temperature ranges from 15°F to 120°F, a relative humidity up to 50%, as well as rain, snow, and wind. The concrete structures this crane will primarily support are 22’ long, 6’ wide, and 22’ tall and are built with integral lifting bails cast into the concrete structure for attachment to the lifting fixture. The crane shall be capable of pick and carry operations at rated capacity with a concrete structure in a vertical or horizontal orientation. Furthermore, the crane shall be capable of upending and downending the concrete structures. The crane shall have a minimum inside clear width of 30 ft. The crane shall be operated via an enclosed operator’s cab and capable of operating all functions outdoors with rated load on compressible and minimally improved sandy soils with a minimum grade of 3%. The crane shall be capable of all operations at the rated load and capable of performing these lifting operations at the geometric center of the RTG’s overall length. The crane shall be assembled, inspected, and operationally tested with full capacity at both the contractor’s facility and NAWS China Lake, Supersonic Naval Ordnance Research Track.

Contractor-provided test weights and rigging gear will be required for load testing during field acceptance after delivery and installation at NAWS China Lake in Ridgecrest, CA. NAWS China

Lake requests the option to buy the test weights and rigging gear. Note that transportation and installation procedures will be handled by the crane contractor. The crane shall be built to the design drawings of a licensed Professional Engineer (PE).

The procurement of the RTG is intended to consist of a commercially available product to be used and stored in an outdoor environment.
