SOURCE SOUGHT NOTICE

REGIONAL RENTAL SURVEYS

140D0421R0017

I. INTRODUCTION:

The Department of the Interior (DOI), Interior Business Center (IBC), Acquisition Services Directorate (AQD), on behalf of the IBC Financial Management Directorate(FMD), is issuing this sources sought notice. This request is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Department of Interior (DOI), Interior Business Center (IBC). IBC is currently conducting market research to locate qualified, experienced and interested potential sources. Responses will not be considered as quotes, offerors, or proposals. No award be incurred by interested parties in responding to announcement. All responses will be treated as information only.

II. REQUIREMENTS:

IBC is seeking interested sources (contractors) and industry feedback for a potential solicitation and procurement for Rental Surveys for the Quarters Program Office to support FMD and other agencies that have rental rate requirements of the Office of Management and Budget Circular A- 45, Rental and Construction of Government Quarters.

III. REQUIREMENT INTRODUCTION

The Quarters Program Office, provides a shared service to help federal agencies meet the rental rate requirements of the Office of Management and Budget Circular A-45, Rental and Construction of Government Quarters (https://www.whitehouse.gov/omb/circulars_a045/.) A- 45 requires that employees living in federal housing pay rent commensurate with similar private rental market units in the nearest community. A-45 also defines the “nearest community” for federal employee housing.

A-45 authorizes and encourages federal agencies to perform regional surveys to collect private rental market data in these communities, and to do so collectively in order to reduce costs and gain economies of scale. IBC has a continued need to acquire rental market data collected by a Contractor, since it does not employ the magnitude of manpower and travel funding required to perform this work.

The private rental market data collected by the Contractor is used by IBC to develop statistically valid base rental rates in compliance with A-45. IBC then provides the Internet Quarters Management Information System (iQMIS) application to calculate rental rates for each specific Government housing unit based on location, type, size, age, condition, amenities, utilities, and services provided, etc. Market surveys are used to establish rental rates for over 17,000 federal housing units.

IV. Requirement Scope The scope of this requirement is limited to collecting rental market data (comparables) from specific communities in 3 to 5 regions each year – an estimated total of 3,000 to 4,200 rental market comparables in 150 to 250 communities each year.

This data is used by the IBC in statistical regression models to complete the “survey method” of rent-setting, according to OMB Circular A-45 requirements.

The Contractor may collect the rental market data using any method it finds to be efficient that meet the contract requirements. The data has historically been collected through internet research, telephone, and face-to-face interviews with property managers, realtors, landlords and tenants. The Contractor must ensure the accuracy of the data collected – personal estimates or an “educated guess” from the data provider of square footage, number of bedrooms, or number of bathrooms is unacceptable. Historically, this has required the Contractor to physically measure and sketch the unit’s square footage from the exterior in person. Alternative methods of collecting square footage are acceptable to the Government if accuracy can be assured and demonstrated by the Contractor.

IV. TECHNICAL CAPABILITIES AND EXPERIENCE

All interested firms are invited to submit a capability statement. The capability statement should demonstrate the interested firm’s understanding, capability, qualification, and past experience in meeting the requirements identified in the attached draft SOW.

Please note that a small business firm may submit a capability statement that includes the expertise of large business partner companies under a teaming arrangement.

The Government requests that companies interested in responding to this notice provide the following information:

1. What Government-Wide Acquisition Contracts (GWACs) or General Services Administration (GSA) Federal Supply Schedule(s) (FSS) do you currently hold that would support this requirement? Provide each overarching GWAC/GSA FSS contract number.

V. FORMAT AND LIMITATION

In response to this sources sought notice, please use the following guidelines in preparing your capabilities statement:

• Please use 8½ x 11-inch paper only.

• A page is defined as one side of an 8 ½ by 11inch paper. Therefore, a piece of paper with printing on both sides is considered two pages.

• Arial size 12 font or similar.

• The recommended page limit for the capability statement is no more than thirty pages.

• Please submit your response as Adobe (.pdf) files.

• The subject line of your email and all correspondence must include the sources sought number found on the cover page above.

V. DISCLAIMER

This notice does not constitute a solicitation and is not a commitment by the Government. In accordance with FAR 15.201, the responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The Government will not provide a response to the feedback or questions directly, but may consider industry feedback/questions in possible revisions to the PWS. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow-up information requests.

The Government reserves the right to use any and all information submitted by, or obtained from, a responding firm in any manner the Government determines is appropriate, including, but not limited to, the creation of a competitive solicitation.

Notices to Offerors of Non-Governmental Support You are hereby notified that the Department of Interior intends to use outside Contractors to provide support with this sources sought notice. DOI Contractors will have access to any and all information contained in the capability statement and will be subject to appropriate conflict of interest, standards of conduct, and confidentiality restrictions. VI. RESPONSE SUBMISSION INSTRUCTIONS

Companies interested in responding to this notice may reply on or before 12:00 pm (noon) ET February 8, 2021. All aforementioned items included in this notice shall be addressed. SOW feedback may be used to assist the Government with this acquisition. There is no page limit for responses.

Interested parties should avoid including any classified, business confidential, and/or proprietary information in its response. However, if an interested firm must submit such information, that information must be clearly marked. The Government will review the information and safeguard it appropriately.

Submission transmitted via facsimile (fax) will not be accepted.

Should any submissions be received after the date and time stated above, the Government reserves the right not to review the response.
