THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL,

REQUESTFOR QUOTE, OR INVITATION FOR BID.

The intent of this notice is to identify qualified and interested Offerors for information and planning purposes. The information received will be utilized within the Navy to facilitate the decision making process and will not be disclosed outside of the agency. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. In accordance with Federal Acquisition Regulation (FAR) 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract.

Naval Facilities Engineering Systems Command, Far East (NAVFAC FE) Facilities Engineering Acquisition Division (FEAD) Yokosuka is seeking potential sources to replace frequency converter number 7 (FC#7) and its supporting equipment at building 3029 in the US Commander Fleet Activities Yokosuka (CFAY), Japan. A Firm Fixed-Price (FFP) type contract is anticipated.

The anticipated scope of work may include the following efforts:

1. Remove the non-functional FC#7 and provide new frequency converter unit replacement.

2. Remove and provide new FC#7 related control panels and high voltage switchgear

3. Remove and provide new neutral ground resistor switchgear

4. Remove and provide new relays to ensure compatibility with new equipment and SCADA system and high voltage cables.

5. (Optional) Remove and provide new compatible SCADA monitoring station.

6. (Optional) Remove and provide new DC power source unit to support compatible SCADA monitoring station.

When frequency converters are overhauled, repaired, or otherwise maintained, work must be performed in a manner compatible to Supervisory Control and Data Acquisition (SCADA) system functionality.

Existing SCADA system is Toshiba.

The North American Industry Classification System (NAICS) is 237130, Power and Communication Line and Related Structures Construction. This U.S. industry comprises establishments primarily engaged in repairing and maintaining (without retailing) electronic and precision equipment (except consumer electronics, computers and office machines, and communications equipment). Establishments in this industry repair and maintain equipment, such as primarily related to power and communication line and related structures construction.

General Information for Frequency Converter #7 unit is as follows:

FC #7 was manufactured in 2008 (15 years old).

Capacity: 4500KVA (3,600 kW) Converting Frequency: 50Hz to 60Hz.

Voltage Conversion: 6.6KV to 13.2KV.

5,800HP Synchronous Motor (6.6kV, 50Hz), 4500 kVA/3,600kW Synchronous Generator (13.2kV, 60Hz)

SUBMISSION REQUIREMENTS:

Interested firms should submit a brief capabilities statement package using Enclosure (1), Sources Sought Contractor Information Form, to demonstrate capabilities, capacity and experience.

Respondents will not be notified of the results of the Navy’s market research. NAVFAC FE will utilize the information for acquisition planning purposes. All data received in response to this Sources Sought Notice marked or designated, as corporate or proprietary information will be fully protected from release outside the Government.
