STATEMENT OF REQUIREMENTS
For
Building One Purchase and Installation Window Coverings to Support AFTC Headquarters Renovation Project
Purpose: Provide and install new window coverings for new renovated AFTC Headquarters – Building 1.
Scope: The Contractor will provide all supervision, labor, measurements, materials, transportation, and equipment required to complete the installation of new window coverings for the AFTC Headquarters, Building 1. There are 91 window openings that require shades. Some window openings may require 2-3 shades to cover the width. The window treatments should be a stylish commercial office design comprised of durable grade solar screen materials that control heat and glare without cutting of the view through the windows. Window treatments will be a combination of stationary, manual and motorized with some office windows requiring dual solar and blackout window treatments. It is noted that the blackout shades will block view when down. (See Attachments 1, 2 & 3 for more details).
General:
1. Contractor will insure accurate measurements and determine any special installation requirements.
2. Contractor to remove and dispose of remaining old mini blinds in office #236 -240 (approx. 8)
3. Deliver and complete installation of all window treatments to include any specialized installation no later than February 28, 2022.
4. Contractor to provide and install motorized shades. Contractor to provide whips necessary for connection to power box. Edwards base Civil Engineering to provide ready electrical connections to for contractor to connect to during installation.
5. Include and install wireless wall mounted remotes for office and conference room with motorized shades.
6. Clear all residual packing materials, trash, and debris from contractor work areas.
7. All work will be done in a clean professional manner, free of defects, without damaging window glass or compromising window structure integrity.
Government Support:
The contractor shall furnish all equipment, material, transportation, and labor necessary to both load and unload at each of the sites within the period of performance. The Government will provide personnel as required to act as an escort during this project and access to facilities where work will take place. The Government will provide adequate work space with working lights, heating and air conditioning, and access to a freight elevator. Water and electricity will be furnished to the contractor from existing Government systems and outlets at no cost to the contractor. The contractor shall furnish all equipment, material, and labor necessary to obtain the utilities from the existing systems/outlets. Restrooms will be available for contractor use.
Contract Management. Following contract award and prior to commencing work, the contractor will designate in writing a contract manager with full responsibility for coordination with government representatives and for performance of the work. The contract manager will respond to all Government requests and inquiries concerning the project within two business days of receipt. The government representative will notify the contract manager, in writing or via email, of meetings required to discuss contract status and job performance.
Work Hours:
Work hours for the installation will be 7:30 a.m. to 4:30 p.m. Monday thru Friday, excluding federal holidays. No work shall commence without prior coordination with key government personnel – Jim Block 661-277-7765 or Laura Pantana 661-275-8566.
Base Access:
Proof of current vehicle registration, driver's license and vehicle insurance must be made available prior to issuance of the base access permits. The contractor shall obtain base access for contractor personnel, subcontractors, vehicles and equipment by submitting the following information to Contracting Officer or Facility Manager within 5 working days prior to commencing work:
Driver's License Number(s), Expiration Date(s), and State(s) of Issue Vehicle License Number(s) Date(s) of Birth Note: All visitors are required to have valid identification in accordance with (IAW) AFMAN 31- 113 and the REAL ID ACT of 2005. Trash and Litter Control:
The contractors will be responsible for clean-up and disposal of all debris, excess material, packing, and other waste resulting from performance of this contract when all work has been completed.
Security:
The contractor shall comply with all base security regulations. Additionally, the contractor shall comply with actions dictated by force protection condition changes/measures. The contractor shall report suspicious activity to base Security Forces at 661-277-3340 in a timely manner.
The Contractor and its employees shall comply with all base traffic regulations. Contractor employees are prohibited from possessing weapons, firearms or ammunition, on themselves or within Contractor-owned or privately owned vehicle while on Edwards AFB. The Contractor shall be responsible for safeguarding all government property, equipment and materials provided for Contractor use. At the end of each work period, all government facilities, equipment, and materials shall be secured. Contractor will be offered Level I - Antiterrorism Awareness Training by the government. This training provides contractor employees with the requisite knowledge necessary to remain vigilant for possible terrorist threats. Coordination for training should be done by the requiring unit after contract award. All contractor employees will be subject to a criminal history background check IAW AFMAN 31-113, Installation Perimeter Access Control.
Safety and Health Standards:
The contractor shall comply with all fire and safety regulations at Edwards Air Force Base, in addition to Federal OSHA and Cal-OSHA. It is the contractor's responsibility to ensure its employees and managers have a comprehensive understanding of and full compliance with
OSHA requirements. Detailed information is available on the OSHA website at http://www.osha.gov. It is the contractor's sole responsibility for compliance with OSHA, Public Law 91-596. The contractor shall comply with all federal, state and local laws, and Air Force Instructions for the protection of their employees while working on an Air Force Installation or property. The protection of contractor employees is exclusively the obligation of the contractor. Contractor shall manage all work areas to ensure the safety of building occupants, base personnel, or visitors in or near the areas. Contractor must ensure that personnel are properly trained on the equipment they are tasked to operate. The contractor shall develop site specific mishap reporting procedures which result in damage to government property or injury to Air Force personnel. These procedures are to be included in the safety and health plan for review. In accordance with AFI 91-202, AFMC Supplement, Safety Program, the contractor shall submit a Safety and Health Plan to Contracting for review and acceptance by the safety office prior to contract award.
The contractor shall perform work in a safe manner as required by OSHA Safety and Health Requirements. Provide a verbal report to the CO as soon as possible of each occurrence of damage to Government property or an accident resulting in death, injury, occupational disease, or adverse environmental impact. Provide a completed copy of required Accident Investigation Reports to the CO within five calendar days of each occurrence. The contractor shall submit a Safety and Health Plan that describes the capabilities and processes to ensure compliance with safety and health requirements during the performance of the work described in the solicitation. The Contractor must submit a Safety and Health Plan and corresponding site safety checklist to the Contracting Officer (CO) 10 days after contract award. The Contractor's plan shall include appropriate measures to ensure the Contractor reacts promptly to investigate, correct and track alleged safety & health violations and/or uncontrolled hazards in contractor work areas.
The plan shall:
a. Demonstrate a management commitment to employee safety and health
b. Identify the application of the safety and health plan to subcontractors
c. Identify the roles and responsibilities of the following individuals: Management, Supervisors, Employees, Safety Coordinator
d. Identify applicable safety rules and regulations
e. Include a worksite hazard analysis to include base-line hazard identification and required control measures
f. Include a job site analysis to include hazards of tasks required to control measures;
g. Identify employee safety and health training. Include a workplace inspection frequency
h. Identifying the individual conducting the inspections
i. Identify employee hazard reporting procedures
j. Identify individual(s) responsible for corrective action hazards
k. Identify first aid/injury procedures
l. Identify procedures for accident investigation and reporting
m. Identify emergency response procedures
n. Identify the process for tracking controlled hazards in contractor work areas Safety Equipment
The Contractor shall furnish personal safety equipment for its employees in performance of this contract.
Safety equipment includes shoes or boots, eyewear, respirators, and gloves. Contractor is responsible for establishing these requirements for all subcontractors who qualify as subcontractors under the resulting contract.
Damage Prevention. Building 1 has undergone fresh renovation and all flooring and walls are in new undamaged condition. The contractor will take all reasonable precautions to avoid damaging furniture, floor coverings, walls, doors, and other building components while completing tasks enumerated in this SOR.
Industry-approved protective coverings will be used where appropriate during furniture disassembly, transport, installation, assembly and storage operations. Protective materials and tape that leave residue or marks of any kind on furniture or building surfaces will not be used. Any government or privately owned property damaged by the contractor shall be replaced or repaired immediately by the contractor at no expense to the government.
Contractor Liability. The contractor will be liable for any damage to government property caused by its employees or agents. In the event of contractor-caused damage, the Government will arrange proper repairs and subsequently bill the contractor for reimbursement. The contractor will not unilaterally repair damage to Government property without expressed approval by the Government representative.

Note: All window shades will be the same color (dark gray/smoke) and blackout shades should be fabric not plastic material.
