About this file
This document is Addendum No. 1, issued July 31, 2026, for solicitation SOQ26 PR9347 by the Orlando Utilities Commission (OUC), a public utility agency in Orlando, Florida, seeking to pre-qualify one or more firms for Design-Build services related to District Cooling projects on an as-needed basis. The solicitation requires proposers to submit specified compliance documentation including an Exceptions page, Sworn Statement on Public Entity Crimes and Scrutinized Companies, Dispute Disclosure form, Form W-9, Florida Business License verification, Addenda Acknowledgement, Attachment F (Qualifications Fill-In Form), and Attachment G (Pricing Fill-In Form). The Pre-Response Conference was held on July 28, 2026, with attendance from OUC representatives and 28 prospective proposers representing various construction, engineering, and mechanical service firms. The question submission deadline is August 3, 2026, the final addendum will be released no later than August 8, 2026, and proposals are due electronically through VendorLink no later than 2:00 PM Eastern Standard Time on August 14, 2026, with an anticipated Notice of Intent to Award targeted for late August 2026.
The addendum clarifies that Form W-9 must be the 2026 version reflecting the current calendar year, that Attachment G (Pricing Fill-In Form) must be submitted with the initial proposal rather than after selection, and that awarded firms will be required to compete against one another for individual projects. Payment Bonds and Performance Bonds equal to 100 percent of each Purchase Order or Project Agreement value are required when applicable under Florida law, must be recorded in Orange County public records at the Design-Builder's expense before work commences, and certified copies must be provided to OUC. The addendum emphasizes that failure to submit any required document may result in automatic rejection or lower ranking, and that proposers should avoid excessive or erroneous exceptions to specifications as these may render proposals non-responsive. No communication regarding the solicitation is permitted with OUC personnel other than the designated Buyer of Record, Devin M. Finegan.
