About this file
This is a Statement of Qualifications (SOQ) evaluation document for Phase I prequalification standards for the City of Atlanta's Hemphill Water Treatment Plant Programmable Logic Controllers (PLC) and Supervisory Control and Data Acquisition (SCADA) Security Improvement Project. The project encompasses upgrades to control systems, network architecture migration from ControlNet to Ethernet/IP, conversion from iFix to AVEVA SCADA platforms, and implementation of cybersecurity enhancements while maintaining continuous plant operations. The City will conduct a competitive solicitation for qualified firms to deliver these integration services, with a Pre-Solicitation Conference to be noticed and held to clarify scope and address vendor questions.
Offerors must meet mandatory minimum qualification requirements to advance beyond Phase I prequalification, including submission of a project approach narrative, demonstration of at least five years of experience completing comparable end-to-end integration projects with at least five similar contracts completed within the past five years, proven ability to meet project schedules with evidence of at least two on-schedule projects, minimum ten years in business with qualified key personnel including a Project Manager with seven years of industrial controls experience and two years leading SCADA upgrades, and a Lead Programmer/Controls Engineer with seven years of ControlLogix PLC programming and AVEVA/similar SCADA development experience. Additionally, offerors must demonstrate satisfactory performance on at least three prior Allen-Bradley ControlLogix PLC and SCADA upgrades at water or wastewater treatment facilities within five years, including direct experience with AVEVA System Platform migration, and provide three verifiable references with performance documentation. The City reserves the right to verify all submitted experience and references, and any firm failing to meet one or more requirements will be deemed non-responsive and will not advance.
