About this file

This is a Scope of Work (SOW) document prepared by the City of Atlanta Department of Watershed Management for SCADA (Supervisory Control and Data Acquisition) improvements at the Hemphill Water Treatment Plant located at the corner of Howell Mill Road NW and 17th Street NW. The project involves modernizing outdated control system architectures and replacing discontinued hardware and software across multiple process areas including the low lift pump station, chemical buildings, filter building, finished water pump station, and ancillary facilities. The vendor must provide comprehensive labor, equipment, materials, programming, testing, commissioning, and startup services to upgrade existing General Electric iFix systems to Schneider Electric AVEVA Wonderware HMI systems while replacing ControlNet networks with Ethernet/IP architecture. Key deliverables include replacement of multiple programmable logic controller (PLC) racks with 5580 ControlLogix controllers, installation of PanelView Plus 7 Performance operator interface terminals for 16 filter consoles, comprehensive network upgrades using fiber optic and Cat 5E cabling (2,000 feet basis), Factory Acceptance Testing (FAT) with four days of on-site validation, equipment delivery and installation with five consecutive days of operational testing, three training sessions for operations personnel, and complete as-built documentation and O&M manuals. The project timeline spans 360 days from Notice to Proceed with eight primary tasks: Implementation Plan and Field Survey (30 days), Submittals and Test Plans (90 days), Equipment Purchase (180 days), FAT and Equipment Storage (210 days), Equipment Delivery (240 days), Installation and Onsite Testing (330 days), Training (345 days), and O&M Manuals and As-Builts (360 days).

The SOW requires vendors to submit proposals utilizing a Schedule of Values breakdown across all eight tasks, include three project references for similar control system upgrades, provide resumes of the proposed project manager and lead programmer, and demonstrate project approach for replacing ControlNet with Ethernet/IP and transitioning from iFix to AVEVA System Platform. All vendor programming personnel must complete background checks at vendor expense before accessing COA equipment or systems. The vendor is responsible for 20 percent spares on new panel I/O, all equipment shipping, coordination with COA Operations to maintain plant functionality during work, and provision of virtual machine servers for FAT testing since actual production servers will remain operational at the plant. Lodging and meals for three COA employees for the four-day FAT must be provided by the vendor. The City will supply all servers, workstations, and AVEVA licensing; perform all utilities and external electrical/mechanical installation services; and retain ownership of all removed equipment and materials. The project anticipates no change to existing PLC control logic unless required by deprecated instruction support, and all work must comply with UL-508A requirements while adhering to COA Automation Guidelines and standard industry practices for panel design and cable specifications.

Hemphill Water Treatment Plant

SCADA IMPROVEMENTS

DRAFT

1 INTRODUCTION

The City of Atlanta Hemphill WTP (Water Treatment Plant) SCADA (Supervisory Control and Data Acquisition) control system and its networks have outdated architectures and obsolete hardware and software. Updates to network and control system components are required. This includes installation of firmware and software versions required to protect against the most recent vendor security advisory vulnerabilities identified at the time of installation. This Scope of Work (SOW) defines the efforts required to achieve this modernization.

2 LOCATION

The Hemphill WTP is located at the corner of Howell Mill Rd NW and 17th St NW:

3 BACKGROUND

Per the City’s SCADA Master Plan (SMP), the Department of Watershed Management (DWM) is standardizing on the Schneider Electric AVEVA Wonderware in all water and wastewater SCADA Human Machine Interface (HMI) systems to maximize operational and maintenance efficiency. The current system at the Hemphill WTP is an outdated version of General Electric (GE) iFix graphics package.

Discontinued programmable logic controllers (PLCs) and operator interface terminals (OITs) exist in the filter building, chemical building, settled solids, and finished water process areas. In addition to old hardware and software, all ControlNet networks within the plant require replacement with Ethernet/IP.

4 SCOPE OF WORK (SOW)

VENDOR shall provide all labor, equipment, materials, programming, testing, commissioning, and start-up as necessary to provide the control system upgrades at the Hemphill WTP. During a pre-submittal site survey, VENDOR shall verify the items listed in this SOW and provide all required equipment and services, whole and complete, at no additional cost to the City of Atlanta (COA). The following equipment and services shall be provided:
