About this file

This is a Statement of Objectives (SOO) for window remediation and sealing work at USCG Station Rockland in Rockland, Maine. The contractor shall inspect approximately five front building windows and associated awnings for drafts, leaks, or visible damage, documenting findings with a water wand test in a pre-inspection report. The scope includes removing old, cracked sealant; thoroughly cleaning surfaces; applying new, high-quality, weather-resistant sealant around the entire window frame and awning; checking and adjusting window sashes, jambs, sills, flashing, and locks; reinstalling or replacing worn weather stripping; and replacing any damaged interior trim pieces with matching materials. A post-inspection using the water wand test shall verify that no leaks remain and all components are weather-tight.

The contractor must submit structural design for government approval prior to mobilization and provide two causal findings reports (pre- and post-work) documenting leaking issues and corrective measures. Given that Northeast USCG facilities may contain lead and asbestos-containing materials, the contractor must inspect, test, and properly remediate or encapsulate any suspect materials in accordance with applicable regulations. All work shall be completed to the satisfaction of a government inspector with minimal disruption to USCG station operations. The government intends to award a firm fixed-price contract to the low-cost responsive offeror. Contractors must be registered in SAM prior to award and shall submit invoices through the Invoice Processing Platform (IPP), itemized with appropriate CLINs. The contractor provides a one-year warranty covering structural integrity, functionality, and materials, obligating it to repair or replace defective work at its sole expense upon written notice.
