About this file
This Statement of Objectives (SOO) details a procurement for a specialized Slant Polarized Omnidirectional Antenna targeting mission-critical RF operations. The government seeks a single ruggedized antenna with extreme frequency range capabilities (0.5-40 GHz), requiring specific technical characteristics including 45-degree vertical beamwidth, 360-degree horizontal beamwidth, K-type and SMA connectors, and radome protection for outdoor deployment. Key objectives include providing a standalone unit with flat gain across the full frequency spectrum, compliance with export regulations, and delivery of a VSWR test report.
The contract specifies delivery within 25 weeks after receipt of order (ARO) for the Q-PAR Model QMS-01403 antenna, with a minimum 12-month warranty from final inspection date. The antenna is being procured by 1 ROPS/EMS to address increased RF polarization requirements, with no installation services needed. Critical performance requirements include the antenna's ability to support wide electromagnetic spectrum capabilities and meet operational demands for vertical and horizontal beam coverage in field environments.

Statement of Objectives (SOO)
Slant Polarized Omnidirectional Antenna (0.5–40 GHz)
16 Aug 25
1. Purpose:
The purpose of this acquisition is to procure a ruggedized, high-frequency, slant polarized omnidirectional antenna capable of supporting mission-critical RF operations across a broad spectrum (0.5–40 GHz). This antenna will enhance electromagnetic spectrum capabilities and meet operational demands for vertical and horizontal beam coverage. No installation service will be needed.
2. Background
Due to increased RF polarization requirements from mission stakeholders, 1 ROPS/EMS identified the need for a specialized antenna with wideband frequency support and durable field deployment characteristics.
3. Objectives
The contractor shall deliver 1 each slant polarized omnidirectional antenna that meets the following objectives: (Q-PAR Model QMS-01403 and pn QOM‗ST‗6¡❶‗06‗KS‗R)
• Provide frequency coverage from 0.5 GHz to 40 GHz.
• Ensure vertical beamwidth of 45 degrees or greater.
• Ensure horizontal beamwidth of 360 degrees.
• Include both K-type and SMA connectors.
• Include radome protection for field durability.
• Deliver a unit ruggedized for long-term outdoor deployment.
• Provide VSWR test report upon delivery.
• Ensure compliance with applicable export regulations (EAR/ITAR).
4. Performance Requirements
• The antenna must exhibit flat gain across the full frequency range.
• The unit must be standalone, with a custom-designed baseplate and radome.
• Warranty coverage must be at least 12 months from final inspection date.
5. Period of Performance
Delivery shall occur within 25 Weeks ARO.
