About this file
This is a Statement of Objectives for a temporary shelter facility to support military vehicle training operations at Marine Corps Air Station.
The government requires a tension fabric structure or rigid wall shelter measuring minimum 43 feet by 62 feet with an 18-foot by 18-foot electrical powered roll-up door, ventilators, watertight ground connection, and vehicle HVAC drain exit point. The facility must be capable of being secured for classified training operations and must include temperature control with dual HVAC unit assemblies (60Hz; 10-ton capacity with 20 kW resistive heat; 208/230V). Electrical requirements include 15 dedicated 20-amp circuits configured with two circuits per vehicle hull plus one circuit for the post-training action report station, instructor/operator station, and video recording station. The interior electrical system must provide 60Hz 110-volt power with 18 receptacles, 20-amp circuits, and lighting, with power cords routed through cable trays, conduits, or roughs. Additional requirements include entry, exit, and emergency lighting; IT stack setup for truck Ethernet; grounding for lightning protection; base telephone and classified network connections; non-classified and classified internet protocol router ports with security box covering; and structural design capable of supporting simulator loads with 107 mph wind design speed. The contractor shall provide all labor, material, equipment, supervision, and transportation for the temporary shelter from origin to the Marine Corps Air Station site, including setup and connection of shelter sections, internal electrical wiring, electrical grounding, ground anchoring, and connections to existing electrical and communications distribution. The facility must comply with UFC 1-200-01 DoD Building Code, and construction completion is required by May 2027. The contract scope also includes four high cube double door containers measuring 20 feet long by 8 feet wide by 9 feet 6 inches high. Government review of the design proposal is required before installation begins.

Statement of Objectives
Requirement Meet Y/N?
1. Provide tension fabric structure or rigid wall shelter with minimum dimensions of 43’x62’ and an 18’x18’ electrical powered roll up door, ventilators, watertight ground connection, and vehicle HVAC drain exit point
2. Capability of being secured for classified training operations
3. Temperature controlled with humidity/temperature/airflow controls – requires 2 HVAC unit assembly, 60Hz; 10T w/ 20 kW resistive heat;
208/230V
4. 15 dedicated 20-amp circuits required; two circuits per vehicle hull plus one for the post training action report, instructor/operator, and video recording station – see layout for locations
5. 120VAC/20A voltages required. Power requirement is to operate the MVT and is in addition to any base-building power requirements (eg.
Lighting, heating, ventilation, and air conditioning)
6. Interior electrical system must include 60 Hz 110 volt, power cords with 18 receptacles, 20 amp circuits and lighting
7. Numerous interconnection cables require routing management (eg. Cable trays, conduits, roughs) between the systems
8. Entry, exit and emergency lighting system required
9. IT Stack setup for Truck Ethernet
10. Grounding for lightning protection
11. Base telephone and classified network connections
12. Non-classified internet protocol router ports required to support administrative activities and at minimum, one secret internet protocol router port with a security box covering to limit access
13. The structural design must support the load of the simulator and a wind design speed of 107 mph or better
Notes:
- Existing pavement may be used or replaced based on structural needs
- The contractor shall provide all labor, material, equipment, supervision and transport for the temporary shelter from point of origin to designated site on Marine Corps Air Station, see site map.
- Contractor shall be responsible for set-up of shelter for intended use including, but not limited to, connection of shelter sections, internal electrical wiring, electrical grounding, ground anchoring, connection to existing electrical and comm distribution, etc, as required.
- Government review of design proposal required before installation
- Construction completion required May 2027
- In addition to the fabric structure, include 4 high cube double door containers, 20’ long x
8’ wide x 9’6” high
- Must follow UFC 1-200-01 DoD Building Code
