About this file
This document is a Statement of Objectives (SOO) for a United States Space Force contract opportunity to measure the metabolic health of its members. The key objectives are to determine the primary energy system of individuals (fat, carbs, ATP-PC) and their capability to switch between energy systems, in order to provide target heart rates for optimal fat burning and avoiding overtraining.
The contractor shall provide Oval Annual User Packages with up to 3 licenses to use the Oval Administrative Dashboard, with quantities ranging from 150 in the first year to 300 in subsequent years. The system must be able to determine energy systems through blood lactate and heart rate monitoring, provide exercise testing protocols, and calculate optimized fitness zones personalized for users. The testing data must protect individual privacy while allowing the admin team to view aggregate data on overall testing numbers and exercise compliance.

STATEMENT OF OBJECTIVES (SOO)
United States Space Force
Buckley SFB Metabolic Testing 6 August 2024
1. Introduction and Overview
The Government seeks to measure metabolic health of its members.
1.1. Background
The Government’s assessment program is intended to increase positive behaviors and increase human performance for its members. Testing shall allow the Government to determine the primary energy system of an individual (fat, carbs, ATP-PC) and determine the capability of the individual to switch between energy systems. This data can be utilized to provide target heartrates for optimal fat burning and avoiding overtraining.
2. Scope of Work
The Contractor shall deliver all the purchased items listed in the ordering table (Section 2.1). Installation by the contractor is not requested, required, or needed.
2.1. Ordering Table
Product Quantity
Oval Annual User Package to include up to 3 licenses to use the OVAL Administrative Dashboard

3. Requirements
• Licenses must be transferrable
• Require a method to provide exercise testing protocol that determines when participants are in a particular energy system while exercising
• Must be able to determine energy system through blood lactate corresponded with heart rate
• Must be capable of recommending increased demand on the individual during exercise
• System protocol shall include the following input capabilities so that user can establish baseline metrics and identify current metabolic syndrome risk factors: blood pressure, pulse oximetry, resting heartrate, waist circumference, bioimpedance body composition, resting lactate, height, and weight
• Protocol shall measure power output for a minimum of three continuous (3) minutes at a time
• Protocol must measure metabolic response and stress throughout entire 30-minute test by monitoring lactate and heart rate.
• Protocol system needs to calculate optimized fitness zone, personalized for users
• Testing data shall provide an individual’s current cardiometabolic fitness and how efficiently the participant is at utilizing fat as a primary energy source
• Protocol shall allow individual activity log to monitor and adapt the data and shall include exercise progressions, heartrate recovery, and training log
• Individual testing data should be privacy protected for the individual.
• Protocol should allow admin team to view an aggregate of generalized overall testing numbers and exercise compliance data while still honoring privacy of individuals
4. Delivery
