STATEMENT OF OBJECTIVES (SOO)
Project: ICD/ICS-705 SCIF/SAPF Planning, Design, and Construction Familiarization Course
1.0 Purpose: This course is being solicited for the purpose of instructing Air Armament Directorate security specialists and facility project managers in the proper construction and maintenance of Sensitive Compartmented Information Facilities. Upon completion of this course, attendees shall be familiar with these requirements and capable of overseeing and advising on current and future construction projects within the directorate.
2.0 Scope or Mission: This request is based on the recurring need for expert guidance within the directorate to build and maintain SCIF office spaces. The directorate is currently short 33,00 square feet of needed SCIF space.
This course shall be provided by off-base vendors. The vendor shall provide at least one instructor who is proficient in this construction standard as outlined in the Intelligence Community technical specification 705. The class shall have a maximum participation of 25 students. The vendor shall provide up to 40 hours of instruction within a 5- day period, with training hours being conducted from 0800 to 1600 during the normal duty day for Eglin AFB. The vendor shall provide all necessary course materials and each student shall receive a copy of the ICD-705, ICS-705-1, ICS-705-2, Technical Specifications. The vendor shall provide a certificate of completion to all students possessing a passing grade upon course completion.
3.0 Period and Place of Performance: The work shall be performed in a classroom environment on Eglin AFB. The class shall be conducted no later than 30 September 2024.
Class shall be conducted Monday through Friday during the hours of 0800 to 1600.
4.0 Background: AFLCM/EB has modified existing non-secure office spaces into SCIFs over the last several years and often, requirements in the initial design are missed, causing significant project delays. These delays then in turn, negatively impact the weapon programs that are reliant on having classified space available. It is imperative the requirements outlined in ICD 705 are fully understood by our planners and project managers as the directorate continues to have an every-increasing need for secure office space.
5.0 Performance Objectives: The vendor shall provide course material and then award completion certificates to those students who attended all 40 hours of instruction.

6.0 Deliverables / Schedule: The timely submission of deliverables is essential to the successful completion of this requirement. Deliverables are annotated in the below table:

7.0 Operating Constraints: There are no operating constraints. Once the course is completed, each student shall have an operational understanding of ICD 705 standards.
