About this file

This Statement of Objectives (SOO) defines requirements for a construction contract to increase electrical power capacity at Building B1921 (B1921) at Shaw Air Force Base, effective 26 January 2026. The Government seeks to ensure new power utilities are safe, reliable, and fully functional in support of installation operations. The Contractor is responsible for planning, designing, constructing, and managing all activities necessary to achieve the SOO objectives, with the Government evaluating performance based on compliance with defined objectives and acceptance criteria rather than directing construction means and methods.

The project involves removing and returning existing equipment (500kVA transformer, 350kW generator, automatic transfer switch, and 2000-gallon diesel fuel tank) and installing new infrastructure including a 1000kVA transformer, 750kW generator, 2500-amp automatic transfer switch, 2500-amp exterior switchboard, 450kVA exterior uninterruptible power supply (replacing the existing 150kVA interior UPS), and new diesel above-ground fuel tank. The design phase shall not exceed 90 calendar days from Notice to Proceed and must include progressive submittals at 65 percent, 95 percent, and 100 percent design stages in AutoCAD format with two paper copies per phase. The construction phase shall not exceed 60 calendar days from Notice to Proceed and must include installation, testing, commissioning, Site Acceptance Testing, and delivery of as-built documentation. Key constraints require compliance with NEC, UFC, NFPA, OSHA, IBC, and Shaw AFB design standards; a new fuel tank meeting UL 2085 with 72-hour runtime at 100 percent load capacity; compression or CADWELD underground connections only; and systems designed to allow isolation, lockout/tagout, and maintenance without losing power to the building. Performance verification occurs through Government design review approval, successful construction completion, Site Acceptance Testing demonstrating independent operation, power loss startup, automatic transfer switch changeover and bypass functions, 15-minute UPS runtime, switchboard current readings per circuit, and delivery of as-built documentation and operations and maintenance manuals.
