JOINT BASE LANGLEY-EUSTIS

A3J SIPR VTC CONFERENCE ROOM

STATEMENT OF OBJECTIVES (SOO)

Requesting Agency: Department of the Air Force, Air Combat Command (ACC), 633d Contracting Squadron, Joint Base Langley Eustis, VA, 23665

1. Purpose: HQ ACC A3J is looking to upgrade its conference room, bld 664 rm 243, to be SIPRNet (Secret) Video Teleconference (VTC) capable, to DoDM 5200.01 and DoDI 8523.01 standards. The room will need to be capable of NIPR and SIPR connectivity for briefings and VTC.

2. Scope: The contractor will develop a plan, procure all new equipment, remove obsolete equipment, complete installation, train A3J personnel on the working systems, and provide on call maintenance for the VTC system for 1 year upon completion of install. The contractor shall provide certified technicians for install and maintenance calls. The government will provide network access, TACLANE (encryption), SIPR and NIPR laptop computers (excluding VTC/audio/mic/speaker controllers), and ceiling tiles if needed. Drop projector screen will remain.

Anticipated Equipment:

· Large front display 86” minimum

· Second large briefing monitor

· Docking for NIPR and SIPR computers

· Switching for VTC to integrate, NIPR or SIPR systems

· Controlling system and software

· Cabinet for systems

· Audio visual systems

· Ceiling microphones

· Wall/ceiling speakers

· Video camera and mounts

· Connecting cables/wiring

· Power strips

· UPS

· Room signage for current classification

2.1 Current Status: Room 243 is 20’9” x 17’3” with 1 door. Current monitor is 86”. 2 windows expose the room to an outside walkway. 9 x 2 power sockets, 5 x 4 network connections, can lights and fluorescent lights. Previous ceiling projector mounts, speakers, drop screen, still have cabling/connectors. No signage to state briefing/VTC classification. Current Conference table is (2) 4’x 7’ tables.

2.2 End State Objective: The end state is for A3J to be able to pull computer and TACLANE key from SIPR storage, transport to the SIPR conference room, turn signage to Secret (or appropriate), and conduct classified VTC meetings.

3. Place of Performance Constraints: All equipment will be in building 664, room 243, Langley AFB, VA 23665. Contractors will need base access.

Contractors can only be in the building while government employees are present, during normal duty hours, 0900-1700, Monday thru Friday excluding ACC holidays. Potential holidays conflicts for remainder of 2024 are 30 Aug-2 Sep, 11-14 Oct, 11 Nov, 28-29 Nov, 25-26 Dec.
