About this file
This Statement of Need details the Joint Navigation Warfare Center's (JNWC) requirement for 6 timing receivers with specific technical specifications. The JNWC seeks 4 receivers with Rubidium oscillators and 2 with Temperature Controlled Crystal Oscillators (TCXO), all of which must be Multi-GNSS (GPS, Galileo, GLONASS, BeiDou, QZSS) and M-Code capable. Each receiver must have a dual network setup with RJ45 and SFP ports, RS-232 communications port, operate between -20 to +65 degrees Celsius, and include a 5-year warranty.
Additionally, each timing receiver requires specific option cards: 2 1PPS cards (4 TTL Coax outputs each), 2 10MHz cards (3 Coax outputs each), 2 IRIG cards (4 Coax outputs each), and 2 Have Quick cards (4 Coax outputs each). Delivery will be made to a warehouse at Kirtland Air Force Base in Albuquerque, NM. The receivers are intended to improve JNWC's ability to provide accurate timing in various environments, including labs, RF Anechoic Chambers, and fielded applications, with timing accuracy down to the nanosecond in RF-denied conditions.

STATEMENT OF NEED
Title: POFA Equipment/Timing Receivers
Requiring Activity Name: Joint Navigation Warfare Center (JNWC)
1.0 OVERVIEW
1.1 BACKGROUND
JNWC is the Department of Defense Navigation Warfare (NAVWAR) Center of Excellence. It provides the Department of Defense (DoD) and U.S. Government entities with NAVWAR engineering, technical subject matter expertise, and honest broker NAVWAR assessments. The JNWC’s mission entails the capability to provide various JNWC systems including systems providing accurate timing in various types of environments. The timing provided to these systems must be accurate down to the nanosecond in conditions where the timing receiver is RF denied.
1.2 OBJECTIVE
JNWC must be able to provide time in various formats including 1PPS, 10MHz, NTP, etc… to the Systems Under Test. To fulfill this requirement the JNWC is looking into acquiring 6 timing receivers that can be used in environments such as a Lab, a RF Anechoic Chamber or even a fielded application.
1.3 SCOPE
The JNWC is looking to add 6 timing receivers to its inventory to help improve the ability to provide accurate timing for all JNWC activities.
2.0 REQUIREMENTS
6 Rack Mounted Time and Frequency Receiver Platforms with at least 6 slots for additional option cards. The Timing Receivers needs to be M-Code Capable. Four out of the six must have a Rubidium Oscillator. The other two must have a Temperature Controlled Crystal Oscillator (TCXO) or equivalent. The option cards for each receiver required for these timing receivers should be 2 1PPS cards, 2 10 MHz cards, 2 IRIG cards, and 2 Have Quick cards. The Timing Receivers must have a Dual Network Setup with at least one RJ45 and one SFP; as well as a RS-232 communications port. The timing receiver should withstand an Operating Temperature of at least -20 Degrees Celsius to +65 Degrees Celsius. The timing receivers should have at least a 5-Year Warranty.
Below are the specific requirements for the Timing Receiver and the Option Cards:
Timing Receiver #1: Quantity 4
• Multi-GNSS Receiver (M-Code Capable) o GPS, Galileo, GLONASS, BeiDou, QZSS
• Rubidium oscillator
• Fixed 100 -240 VAC, 50/60 Hz connector with Power Cord
• Dual Network Setup (1 RJ45 and 1 SFP) o Must be able to enable or disable protocols for encryption, authentication, authorization, and accounting o Rest API Management
• RS-232 Communications Port
• Operating Temperature of at least -20 Degrees Celsius to +65 Degrees Celsius
• At least 5-Year Warranty
Timing Receiver #2: Quantity 2
• Multi-GNSS Receiver (M-Code Capable) o GPS, Galileo, GLONASS, BeiDou, QZSS
• Temperature Controlled Crystal Oscillator (TCXO) or equivalent
• Fixed 100 -240 VAC, 50/60 Hz connector with Power Cord
• Dual Network Setup (1 RJ45 and 1 SFP) o Must be able to enable or disable protocols for encryption, authentication, authorization, and accounting o Rest API Management
• RS-232 Communications Port
• Operating Temperature of at least -20 Degrees Celsius to +65 Degrees Celsius
• At least 5-Year Warranty
Option Cards:
• 1PPS Cards (Quantity: 2 Per Timing Receiver, 12 Total) o Each card must have at least 4 TTL Coax Outputs
• 10MHz Cards (Quantity: 2 Per Timing Receiver, 12 Total) o Each card must have at least 3 Coax Outputs
• IRIG Cards (Quantity: 2 Per Timing Receiver, 12 Total) o Each card must have at least 4 Coax Outputs
• Have Quick Cards (Quantity: 2 Per Timing Receiver, 12 Total) of precision oscillators and some GPS receivers.
Megahertz One million hertz, especially as a measure of the frequency of radio transmissions or the clock speed of a computer.
MHz
Network Time Protocol Networking protocol designed for clock synchronization between computer systems over packet-switched, variable-latency data networks.
NTP
Inter-Range Instrumentation Group Standard formats for transferring timing information. Atomic frequency standards and GPS receivers designed for precision timing are often equipped with an IRIG output.
IRIG
Registered Jack 45 Most commonly used connector in wired networks. The jacks are mainly used to connect to Local Area Network (LAN)
RJ45
Small Form-Factor Pluggable A compact, hot-pluggable network interface module format used for both telecommunication and data communications applications.
SFP
Global'naya Navigatsionnaya Sputnikovaya Sistema a Russian satellite navigation system operating as part of a radionavigation-satellite service. It provides an alternative to Global Positioning System (GPS) and is the second navigational system in operation with global coverage and of comparable precision.
GLONASS
Quasi-Zenith Satellite System A four-satellite regional satellite navigation system and a satellite-based augmentation system developed by the Japanese government to enhance the United States-operated Global Positioning System (GPS) in the Asia-Oceania regions, with a focus on Japan.
QZSS
Volts of Alternating Current Measurement of an electric current that periodically reverses direction and changes its magnitude continuously with time
