Statement of Need Summary

This is a Statement of Need for the 22nd Aircraft Maintenance Squadron (22 AMXS) at McConnell Air Force Base, Kansas, dated 25 August 2026. The document outlines requirements for procurement of a commercial-off-the-shelf (COTS) secure wireless headset communication system to support hands-free, clear, and secure voice communications for maintenance personnel during flightline operations and aircraft ground handling.

The contractor shall deliver one complete Secure Wireless Headset Kit consisting of one central base station and a minimum of five rechargeable wireless headsets. Critical technical requirements include: AES-256 encryption for all wireless voice transmission; prohibition of unencrypted Bluetooth capability with mandatory hardware switch or firmware disabling if Bluetooth hardware is present; adjustable over-the-head headband configuration with circumaural ear cups for acoustic isolation and hearing protection in high-noise environments; integrated rechargeable batteries with multi-unit charging provisions; and RF signal transmission capability maintaining continuous, clear, low-latency two-way communication over an operational radius of at least 50 meters with penetration through aircraft structures, maintenance vehicles, and aerospace ground equipment without signal dropout or degradation. The contractor must provide a standard commercial warranty of not less than 12 months from Government acceptance, covering all parts, labor, and materials against defects in design, material, and workmanship, with defective components repaired or replaced at no cost within 30 calendar days of notification. Delivery of all kit components must be completed no later than 60 calendar days after receipt of order, with final inspection and acceptance occurring at destination by the designated 22 AMXS Government Point of Contact upon verification of physical completeness, functional operability, and compliance with all specified characteristics. The requirement also mandates contractor compliance with elimination of Class I ozone-depleting substances in product specifications, testing, operation, and maintenance.

Statement of Need

Secure Wireless Headset System

McConnell AFB, Kansas

1.0 General Overview & Purpose

The 22nd Aircraft Maintenance Squadron (22 AMXS) requires the procurement of a commercial-off-the-shelf (COTS) secure wireless headset communication system to facilitate hands-free, clear, and secure voice communications among maintenance personnel during flightline operations and aircraft ground handling.

2.0 Salient Characteristics & Technical Specifications

The Contractor shall deliver one (1) complete Secure Wireless Headset Kit consisting of one (1) central base station and a minimum of five (5) rechargeable wireless headsets meeting or exceeding the following minimum physical, functional, and performance requirements:

• 2.1 Cryptographic Security & Communication Protocols:

• The system shall provide secure, multi-party, full-duplex vocal communication between the base station and all connected headsets simultaneously.

• Wireless voice transmission shall be protected using Advanced Encryption

Standard 256-bit (AES-256) encryption.

• Bluetooth Restriction: The headsets and base station must not incorporate commercial unencrypted Bluetooth capability. If Bluetooth hardware is present within the commercial unit, the system must include a dedicated, verifiable hardware switch or administrative firmware setting that permanently disables/deactivates Bluetooth transmission.

• 2.2 Physical Configuration & Ergonomics:

• Headsets shall feature an adjustable, over-the-head headband configuration capable of being worn securely during flightline maintenance tasks.

• Ear cups must be circumaural (fully enveloping the ear) to provide robust acoustic isolation and hearing protection against high-noise flightline environments.

• Headsets must include integrated rechargeable batteries providing sufficient operational duty cycles for standard maintenance shifts, along with compatible multi-unit charging provisions.

• 2.3 RF Range & Environmental Penetration:

• The system shall maintain continuous, clear, low-latency two-way vocal communication over an operational radius of at least 50 meters (164 feet) from the base station.

• RF signal transmission must be capable of penetrating aircraft structures, flightline maintenance vehicles, and common Aerospace Ground Equipment (AGE) without signal dropout or intelligibility degradation.

3.0 Warranty & Quality Assurance

3.1 Commercial Warranty: The Contractor shall provide a standard commercial warranty of not less than one (1) year (12 months) from the date of Government acceptance.

3.2 Defect Resolution: The warranty shall cover all parts, labor, and materials against defects in design, material, and workmanship under normal operational use. Any defective or malfunctioning components not caused by Government misuse or improper handling shall be repaired or replaced by the Contractor at no additional expense to the Government within thirty

(30) calendar days of notification.

4.0 Delivery, Inspection, and Acceptance

• 4.1 Delivery Schedule: Delivery of all kit components shall be completed no later than sixty (60) calendar days After Receipt of Order (ARO).

• 4.2 Inspection & Acceptance: Final inspection and acceptance shall take place at destination by the designated 22 AMXS Government Point of Contact upon verification of physical completeness, functional operability, and compliance with all salient characteristics.

5.0 ELIMINATION OF USE OF CLASS I OZONE DEPLETING SUBSTANCES (ODS)

a. Contractors shall not:

1. Provide any service or product with any specification, standard, drawing, or other document that requires the use of a Class I ODS in the test, operation, or maintenance of any system, subsystem, item, component, or process; or

2. Provide any specification, standard, drawing, or other document that establishes a test, operation, or maintenance requirement that can only be met by use of a Class I ODS as part of this contract/order.

b. For the purposes of Department of the Air Force policy, the following products that are pure (i.e., they meet the relevant product specification identified in AFI 32-7086[AR2] ) are Class I ODSs

1. Halons: 1011, 1202, 1211, 1301, and 2402;

2. Chlorofluorocarbons (CFCs): CFC-11, CFC-12, CFC-13, CFC-111, CFC-112, CFC-113, CFC- 114, CFC-115, CFC-211, CFC-212, CFC-213, CFC-214, CFC-215, CFC-216, and CFC-217, and the blends R-500, R-501, R-502, and R-503; and

3. Carbon Tetrachloride, Methyl Chloroform, and Methyl Bromide.
