About this file
This is a Statement of Need/Requirements Document for the SALSSA Badge Reader System at Kirtland Air Force Base.
The Government seeks installation of a Hirsch Access Control System (ACS) to support the Satellite Assessment Laboratory for Space Situational Awareness (SALSSA) construction project expansion in Building 66048 at Starfire Optical Range. The vendor must integrate with the existing Hirsch ACS and is explicitly prohibited from proposing Lenel systems, as Lenel cannot integrate with the current Integrated Base Defense Security System (IBDSS-Next) program managed by Air Force Life Cycle Management Center (AFLCMC). Products and services required include: re-installation of 7 existing Hirsch card readers and motion sensors; 14 new keypad readers with motion sensors; 2 new scramble pad readers for read-in access with motion sensors; access control panels and power supplies for the 1st Floor; and 11 new keypad readers with motion sensors and access control panels for the 2nd Floor. The vendor must ensure 100% system usability and functionality. Exact parts may vary based on vendor evaluation of Government-furnished floor plans. Delivery location is Kirtland AFB, NM 87117. The document includes standard federal clauses regarding ombudsman procedures, elimination of Class I ozone-depleting substances, and health and safety requirements on Government installations. Floor plan drawings showing reader placements (numbered 1-21 on 1st Floor and 1-11 on 2nd Floor) are provided.

STATEMENT OF NEED
Requirements Document
SALSSA Badge Reader System
1. Overview:
Starfire Optical Range additional badging system installation to support SALSSA construction building expansion. The vendor must install Hirsch Access Control System, as it must connect and function with the existing Access Control System that enables employees badge access to buildings and rooms at Bldg 66048.
2. Background:
The current Intrusion Detection System (IDS) protecting the entire Starfire Optical Range (SOR) site is the Lenel brand Intrusion Detection System (IDS). The badging Access Control System cannot integrate with the Lenel IDS. The Integrated Base Defense Security System (IBDSS-Next) program managed by Air Force Life Cycle Management Center (AFLCMC) modernizes, maintains, and sustains the physical security and surveillance systems at various Air Force bases worldwide, including Kirtland AFB. The IBDSS-Next program dictates that the ACS and the IDS cannot have integrated systems with Lenel, as it is not covered under the IBDSS-Next sustainment contract and will likely void any IDS support (Jan 20, 2026 e-mail from , AFGSC 377 SFS/S5C). The Government cannot accept a vendor that proposes the Lenel ACS.
3. Requirements:
The vendor badge readers will provide access control for the constructed project/renovation, Satellite Assessment Laboratory for Space Situational Awareness (SALSSA), to Bldg 66048. The Government will furnish floor plan drawing for the areas requiring the ACS.
Vendors should provide quotes to install the additional Access Control badge readers to existing Hirsch system and ensure system is 100% usable/functional. Exact parts on a quote may vary and minimal parts required are listed below. The Government requirement owner will evaluate if a vendor quote meets the Government requirement.
- The Government requires the re-installation of 7 Hirsch card readers and motion sensors to the newly renovated area in Bldg 66048.
- The vendor shall supply, as a minimum:
o 1st Floor, Bldg 66048
14 new keypad readers w/motion sensors
Two (2) new scramble pad readers for read-in access w/motion sensors
Access control panels & power supplies to the ACS
