About this file

This Statement of Need describes NOAA's requirement for underwater gliders to support the Offshore Wind Monitoring Program (OWMP) of the Ecosystem Science Division at the Southwest Fisheries Science Center in La Jolla, CA. The gliders will be used to monitor primary production and collect ecological impact data within Wind Energy Areas off the California coast.

The associated Special Notice indicates NOAA intends to award a single-source, firm-fixed-price contract to Oceanscout Underwater Gliders for two underwater gliders under simplified acquisition procedures. Interested parties must submit capability statements demonstrating their ability to meet requirements by 10:00 a.m. ET on January 10, 2025, via email to Diamond Turner (diamond.turner@noaa.gov). Submissions must include technical capabilities and cost information, with attachments under 20MB total. If no qualified responses are received, the sole-source award will proceed without further notice.

STATEMENT OF NEED FOR SUPPLY OR SERVICE

PURPOSE:

Off the US the west coast the newly formed Offshore Wind Monitoring Program (OWMP) of the Ecosystem Science Division (ESD) of the Southwest Fisheries Science Center, La Jolla, CA has the responsibility to collect data to inform NOAA Fisheries and partner Agencies about the long-term ecological impacts of offshore wind development in Federal waters in the EEZ off California. The ESD has a need to monitor primary production during short term studies within Wind energy areas. Autonomous instruments like electric gliders will form the backbone of tools used to conduct the studies of these impacts. The ESD operates a fleet of large (~ 9 ft length), heavy (> 200 lbs) ecosystem gliders that are deployed from scientific research vessels. For near shore operations, the OWMP has the need for smaller (~6 ft), lighter (<100 lbs) mission specific gliders capable to be deployed by a single person, and off smaller vessels of opportunity like commercial and recreational fishing vessels, that obviate the larger gliders currently in use.

Thus, the OWMP has the need for two (2), single person-portable autonomous underwater gliders equipped with a conductivity temperature and depth recorder and a biological monitoring suite of instruments to monitor oceanographic conditions, including primary production around offshore wind energy lease areas off the west coast of the United States. The gliders must have web-enabled piloting software that uses Iridium communications to transmit data to and from the glider during surfacings.

TECHNICAL SPECIFICATIONS:

1) Base glider - Person portable glider (200m depth rating); with rolling case; 36 volt system; pressure sensor 0 to 20 dbar, 0.05 dbar resolution; Heading, pitch and roll sensors;

2) JFE-Alec Conductivity / temperature sensor; Acoustic altimeter (500 kHz); Iridium communications enabled

3) RBRtridente bb.chl-a.fDOM Compact triple channel active optical backscatter, chlorophyll, and fDOM sensor, 32Hz, 6000dbar max;

4) RBRcoda³ PAR Compact single channel cosine PAR sensor, 16Hz max sampling rate, 1000dbar max

5) Web-based controller for direct testing of glider components;

DELIVERABLE SCHEDULE:

All gliders shall be delivered by July 15, 2025.
