About this file

This document is a Statement of Need (SON) for the fabrication, delivery, and installation of an autonomous Passive Integrated Transponder (PIT) tag antenna system to be used in the Scott Creek watershed. The system must be capable of detecting both half-duplex (HDX) and full-duplex (FDX) PIT tags, consist of at least two adjacent antennas to provide directionality data, operate reliably using solar power, and integrate with the existing network of PIT antennas operated by NOAA and partners in the Santa Cruz Mountains region.

The related federal contract opportunity is a Special Notice for a single-source, firm-fixed-price contract award to Biomark LLC for the purchase of PIT Antenna Supplies. Interested parties must submit capability statements with technical data and cost information by May 22, 2024, to demonstrate their ability to meet the requirement. The government will use the responses to determine whether to proceed with a sole-source or competitive procurement.

STATEMENT OF NEED FOR SUPPLY

PURPOSE:

This purchase requisition is to support the project titled: Salmonid Life Cycle Monitoring in the Scott Creek watershed. The project examines the basic ecology of ESA-listed Central California Coast coho salmon and steelhead, and provides quantitative information on population status and trends for management purposes. The use of Passive Integrated Transponder (PIT) tag technology is central to these efforts, and more than 10,000 PIT tags are implanted annually into salmon captured in the Scott Creek basin. This requestion pertains to the fabrication, delivery and installation of an autonomous PIT tag antenna system in a remote area of mainstem Scott Creek. The antenna system is expected to operate effectively under a wide range of hydrologic conditions and integrate with the existing network of PIT antennas operated by NOAA and our partners in the Santa Cruz Mountains region.

TECHNICAL SPECIFICATIONS:

The stationary PIT tag antenna system must consist of rigid (HDPE encased) swim-over antennas that can be securely mounted to the streambed and span the entire 36 foot width of the stream channel at the site. The antenna system must be capable of detecting both half-duplex (HDX) and full-duplex (FDX) PIT tags and consist of at least two adjacent antennas to provide information on the directionality of fish movements. Additionally, the system must operate reliably using solar power and include telemetry (web portal) to provide near real-time remote access to data and system status. The antenna must be compatible in all aspects with existing PIT tag monitoring equipment owned and operated by NOAA (i.e., Biomark IS1001 Master Controllers) and interface with exiting network of antennas established in other regional streams (i.e., San Lorenzo River, Pescadero Creek, and Butano Creek).

DELIVERABLE SCHEDULE: Thirty (30) days upon award
