About this file

This document is a Single Source Determination using Simplified Acquisition Procedures (SAP) for a contract not exceeding the Simplified Acquisition Threshold.

The requirement is for the fabrication, delivery, and installation of one submersible swim-over Passive Integrated Transponder (PIT) tag antenna system at the Scott Creek Life Cycle Monitoring Station in Central California. The system must span the 36-foot stream channel, provide information on fish movement directionality, operate on solar power, and be accessible remotely. The contract will be a Firm-Fixed-Price with a 30-day delivery period. The single source identified is Biomark, LLC, as they are uniquely qualified to provide the required supplies and services that are compatible with the existing PIT tag antenna network operated by NOAA and its partners. Market research could not identify any other vendors that could meet the requirement. Capability statements in response to this notice are due by May 22, 2024, at 12:00 PM Eastern Time.

2. Description of supplies or services required to meet agency needs (including the estimated value).

Fabrication, delivery, and installation of one submersible swim-over Passive Integrated Transponder (PIT) tag antenna system at the Scott Creek Life Cycle Monitoring Station in Central California. Antenna system must span the entire 36 foot width of the stream channel, provide information on the directionality of fish movements, operate reliably using solar power, and be accessible remotely via a web portal for data downloads and the confirmation of operational status.

Delivery: Thirty (30) days upon award Contract Type: Firm-Fixed-Price

3. Identification of the single source or the brand name to be solicited.

Biomark, LLC 705 S. 8th Street Boise, ID 83702

4. Supporting rationale. Only one source or brand name is reasonably available as detailed below:

Compatibility to existing systems or equipment - The required supplies and service must be compatible in all aspects (form, fit, and function) with existing systems or equipment, and the source is uniquely qualified to meet the requirement. PIT tag antenna will interface with exiting network of antennas established and operated by NOAA and our partners in other regional streams (i.e., San Lorenzo River, Pescadero Creek, and Butano Creek) via the Biomark BioLogic™ Site Module subscription web portal which provides near real-time access to view the status of remote PIT-tag detection antennas.

5. Market Research.
