Statement of Need Project Title: Portable 400 Ton Chiller Purchase NexGen Work Task #: XXXXX
1. Objectives:
Provide and deliver a new portable 400 ton chiller system in accordance with the listed requirements below. Provide commissioning of the equipment and training on the equipment to Government maintenance personnel.
2. Existing Conditions:
The existing portable chiller is past its expected service life and has begun having frequent operational problems, as well as two of the four circuits requiring major overhauls. Additionally, the refrigerant used in the current system is obsolete and becoming harder and more expensive to source each year. A new system is needed for long term future use at multiple facilities.
3. General Requirements:
Project includes, but is not limited to, the following work elements. The contractor shall furnish materials and incidentals. No alterations, additions, or deletions shall be made unless by prior approval of the government Project Manager and the government Procuring Contract Officer (PCO). The work shall conform to the most current applicable State, AFI, ETL, ASME, NBIC, ASHRAE, ARI, ANSI, NFPA, and Unified Facility Criteria Standards. The contractor shall perform quality assurance activities that conform to the quality assurance processes outlined in International organization of Standards (ISO) 9001, Quality Management Systems. The Contractor shall use Statement of Need requirements.
4. Project Requirements
· The contractor shall procure and deliver a new portable 400 ton chiller system with the following characteristics:
· The portable chiller system shall be a containerized mobile system set or semi-enclosed in a skid on a movable trailer, with all required equipment and external hookups
· The skid shall have lift points for and be structurally capable of an 8 point lift with a crane from the trailer, as certified by structural calculations
· The portable chiller shall be a portable air cooled screw chiller with VSD power/control panel and four semi-hermetic compressors for four circuits. The condenser fan motors shall be totally enclosed air over type (TEAO) and VSD as well.
· The portable chiller package shall come with an evaporator-shell & tube heat exchanger rated to match the chiller capacity
· The portable chiller package shall include a water pump and 40 hp motor rated for the chiller cooling flow capacity at or near 1200 gpm @ 100 foot/head. The pump shall be close coupled and integrated with the chiller piping system, and shall include a dedicated starter, overload, control switch, and breaker
· All valves and equipment on the chiller piping system are to be flanged or vitaulic coupled
· The portable chiller shall have freeze protection down to -20 deg F with low ambient operation down to 0 deg F and well as high ambient temperature operation capacity up to 125 deg F
· The portable chiller package shall have an MCA no greater than 790 Amp with max overcurrent protection of 800 Amp.
· The portable chiller shall have a single point 460V / 3ph / 60 Hz power connection for the chiller and pump package, and the main power connections shall be Cam-Lock (3@ series 16 male per conductor)
· The portable chiller shall come with the following accessory equipment:
· Protective coating on all piping and chiller and chiller accessory components
· Louvered condenser coil guards
· Temperature and pressure gauges on both the inlet and outlet of the chiller
· Water isolation and drain valves
· Two 6” Victaulic coupling pipe connections for connecting to building water systems
· Drain valves at the chiller barrel and pump housing
· In-line strainer with blow-down and system low level drain valve (piping manifold lowest point)
· Access pots for field pressure/temperature testing
· DDC temperature controls
· All required electrical power wiring and control devices
· The trailer shall be provided with leveling jacks
· Integrated bypass in the chiller water piping to allow the operation of the integrated system water pump or a building water pump
· The portable chiller system trailer shall be no greater than 103” wide and 53’ long.
· The trailer shall have a semi-trailer fifth wheel hitch and air brakes and electric turn signals and safety chains
· The chiller system shall be hydrostatically tested and test run for proper operation before shipping and acceptance. The test reports shall be conveyed to the Government for acceptance.
· The contractor shall deliver the portable chiller system to Offutt AFB, 106 Peacekeeper Dr, Building 301.
· The portable chiller shall be commissioned on site through hookup to a building system, and training shall be provided to government personnel on operation as part of this process
· The contractor shall provide a 1 year manufacturer warranty or greater on all equipment, as well as 1 year or greater warranty on labor and assembly of the system.
