About this file

This is a Statement of Need for the procurement of portable explosive detection devices by the 9th Reconnaissance Wing (9 RW) at Beale Air Force Base, California.

The 9th Security Forces Squadron requires three complete Portable Explosive Trace Detector (ETD) kits, specifically identified as SEEKER Pro-Explosives kits, to enhance anti-terrorism and force protection capabilities at critical security locations including the Commercial Vehicle Inspection Area (CVIA), Schneider Gate, and the Upgraded-Early Warning Radar (UEWR). Each kit must be independently complete and include one handheld detector unit, two rechargeable lithium-ion batteries, one battery charging station with power cord, one ruggedized carrying case with custom foam inserts, one adjustable shoulder/carrying lanyard, one initial supply of consumable test swabs, and one instruction manual. The devices must detect a broad range of explosive materials including nitroaromatics, nitramines, nitrate esters, inorganic nitrates, chlorates, and peroxides with over 90% accuracy, provide results within 30 seconds, feature lightweight single-hand operation, maintain durability in field conditions with dust and water resistance, include a high-resolution sunlight-readable screen with glove-friendly touchscreen capability, operate for four hours before battery replacement, support internal data storage and export via USB, Wi-Fi, or Bluetooth, and include a minimum three-year manufacturer warranty.

Delivery must be coordinated at least two weeks in advance to 17798 24th Street, Building 25470, Beale AFB, CA 95903, during standard operating hours of Monday through Friday, 0800-1600 PST, excluding the specified 2026 federal holidays. Contractor personnel must complete entry authorization procedures, obtain necessary base access documentation, use Wheatland Gate for vehicle entry, and comply with all installation traffic regulations and security requirements.

STATEMENT OF NEED

FOR

PORTABLE EXPLOSIVE DETECTION DEVICES

A. BACKGROUND:

The 9th Reconnaissance Wing (9 RW) seeks to enhance its anti-terrorism and force protection capabilities through the procurement of modern, effective explosive detection devices. This equipment is essential for security operations at the Commercial Vehicle Inspection Area (CVIA), Schneider Gate, and the Upgraded-Early Warning Radar (UEWR). This procurement will replace currently degraded and ineffective systems, ensuring that security personnel can reliably screen for and detect explosive materials and homemade explosives (HMEs) before they can threaten the installation and its assets.

B. SCOPE:

The contractor shall provide three (3) complete Portable Explosive Trace Detector (ETD) kits.

Each kit shall include the handheld detector unit, all required accessories for immediate operation, and a protective carrying case.

C. REQUIREMENT:

To meet its mission, the 9th Security Forces Squadron requires three complete Portable Explosive Trace Detector (ETD) kits with the following characteristics and purchase descriptions:

• Each of the three (3) individual SEEKER Pro-Explosives kits must be independently complete. For each one (1) kit procured, the vendor shall include the following exact quantities within that specific kit:

o One (1) Handheld Explosive Trace Detector Unit o Two (2) Rechargeable Lithium-Ion Batteries o One (1) Battery Charging Station and Power Cord o One (1) Ruggedized Carrying Case with custom foam inserts o One (1) Adjustable Shoulder/Carrying Lanyard o One (1) Initial Supply of Consumable Test Swabs o One (1) Instruction Manual

• Essential Characteristics:

o Detection Performance: Must detect a broad range of explosive materials, including (but not limited to): Nitroaromatics (TNT), Nitramines (RDX, HMX), Nitrate Esters (PETN), Inorganic Nitrates, Chlorates, and Peroxides (TATP). The device must provide simple, clear results (e.g., "ALARM" / "CLEAR") in under 30 seconds.

o Must be highly accurate in detecting common explosive materials, over 90% o Portability: The handheld unit must be lightweight and designed for single-hand operation.

o Durability: The device must be ruggedized for field use, with a high degree of resistance to dust and water.

o User Interface: Must feature a high-resolution screen that is readable in direct sunlight

If touchscreen, must be glove-friendly o Power: Must last for 4 hours before needing battery swapped/charged.

o Data Management: Must have internal storage for a significant number of test results and support data export through a standard connection (e.g., USB, Wi-Fi or Bluetooth).

o Warranty: A minimum three-year manufacturer warranty on all parts and labor is required.

• Delivery: Contractor shall coordinate a delivery time with the Government Point of

Contact (POC) at least two (2) weeks prior to anticipated delivery. Products shall be delivered within the hours listed below.

• LOCATION & HOURS OF OPERATION: The 9th Security Forces Squadron standard operating hours are Monday–Friday, 0800-1600 PST. The delivery location will be 17798 24th St. Bldg. 25470, Beale AFB, CA 95903.
