About this file
This is a Statement of Need (SON) dated 27 February 2026 for the 6th Security Forces Squadron (6 SFS) requesting procurement of a modular training system. The document outlines a single contract line item (CLIN 0001) for one fully modular and reconfigurable training system designed to simulate various operational environments for realistic scenario-based training. The system must enable training across a comprehensive range of security operations including base defense, convoy operations, active shooter response, rescue task force operations, counter-IED training, military working dog deployments, shoot-move-communicate maneuvers, and riot control tactics.
The salient functional, physical, and performance characteristics require the system to be fully modular to accommodate diverse training scenarios simulating various floor plans, office buildings, storage facilities, and streets. Components must be resistant to extreme weather conditions to ensure longevity and minimize replacement costs, and the system must be designed to provide a safe training environment with minimal risk of injury to personnel and environmental impact. The system should allow for cost-effective replacement of individual components such as shooting targets. Standard commercial warranties for durability and component integrity are expected, and the system should not require special licensing for use by government personnel. Installation, deconstruction, and system-specific training requirements are to be detailed by the offeror. Delivery location and terms will be specified upon award to the 6 SFS.

Modular Training System
STATEMENT OF NEED (SON)
27 February 2026
1. Requirement: The 6th Security Forces Squadron (6 SFS) requires a versatile and adaptable training solution to address critical readiness gaps and mitigate operational risks. The current lack of a dedicated home station training area restricts realistic training, hindering the squadron's ability to prepare personnel for diverse threats and emergency situations. This procurement is necessary to ensure 6 SFS can conduct comprehensive training and maintain proficiency across a broad spectrum of security operations, fulfilling Security Forces Center guidance for local By- Law training.
2. Characteristics: The requirement is for a complete, modular training system.
CLIN 0001:
Modular Training System / Qty: 1 - A fully modular and reconfigurable training system designed to simulate various operational environments for realistic scenario-based training.
To be considered “equal”, offered products must meet the following salient functional, physical and performance characteristics:
• Modularity: The system must be fully modular, allowing for the construction of diverse training scenarios that simulate various floor plans, office buildings, storage facilities, and streets.
• Durability: Components must be resistant to extreme weather conditions to minimize replacement costs and ensure longevity.
• Safety: The system must be designed to create a safe environment for aggressive training with minimal risk of injury to personnel and minimal impact to the environment.
• Cost-Effectiveness: The system must allow for the replacement of individual components, such as shooting targets, to enhance cost-effectiveness.
• Realism: The design should enable realistic training for a wide range of scenarios including, but not limited to, Base Defense, Convoy Operations, active shooter response, Rescue Task Force operations, Counter-IED Training, Military Working Dog (MWD) deployments, Shoot Move Communicate (SMC) maneuvers, and Riot Control tactics.
3. Inherent Services: The system should be designed for training purposes. Any requirements for installation, deconstruction, or specific training on the use of the system itself should be detailed by the offeror.
4. Delivery: The system shall be delivered to the 6th Security Forces Squadron (6 SFS). The specific delivery location and terms are to be specified upon award.
5. Terms and Conditions: Any standard commercial warranties for durability and component integrity are expected. The system should not require any special licensing for its use by government personnel.
