About this file
This is a Statement of Need (SON) for a Modular Training System procurement by the 6th Security Forces Squadron at MacDill Air Force Base.
The 6 SFS seeks one (1) modular training system to address critical readiness gaps and enable comprehensive security operations training. The system must be a single-story, fully portable, and self-sufficient structure with a minimum footprint of 2,400 square feet, expandable to larger configurations, capable of indoor and outdoor setup without attachment to existing structures. The modular design must accommodate a minimum of eight (8) separate rooms and ten (10) doors with universal designs allowing inward/outward opening and left/right-side configuration. Individual wall, door, and window panels must be assemblable and disassemblable by a two-person team without material handling equipment or tools (ladders, special tools, or power tools), enabling rapid reconfiguration. The system must feature ballistic specifications including less-lethal containment capability to safely stop simulation and marking rounds without projectile penetration, and live-fire capability permitting duty-caliber ammunition to pass through while eliminating ricochet, splintering, and bullet bounce-back hazards. All components must be weather-resistant, waterproof, and suitable for prolonged outdoor use in extreme temperatures and heavy rain without performance degradation. The vendor must deliver the system to MacDill AFB within 60 calendar days and provide comprehensive on-site training to 6 SFS personnel on setup, breakdown, and reconfiguration procedures, along with durable waterproof quick-reference guides and digital PDF copies of training manuals, maintenance guides, and parts lists. The vendor must provide certification or independent testing data demonstrating ballistic capabilities meet or exceed NIJ or UL standards and submit a complete spare parts list with pricing and lead times, recommended maintenance schedule, and operator-level maintenance instructions. A three-year comprehensive warranty covering materials and workmanship begins upon formal government acceptance. Acceptance testing includes component inventory verification, tool-less assembly/disassembly demonstration, and functional door testing.

Modular Training System
STATEMENT OF NEED (SON)
14 Aug 2026
1. Background: The 6th Security Forces Squadron (6 SFS) requires a versatile and adaptable training solution to address critical readiness gaps and mitigate operational risks. The current lack of a dedicated home station training area restricts realistic training, hindering the squadron's ability to prepare personnel for diverse threats and emergency situations. This procurement is necessary to ensure 6 SFS can conduct comprehensive training and maintain proficiency across a broad spectrum of security operations, fulfilling Security Forces Center guidance for local By-
Law training.
2. Requirement: Modular Training System (Qty: 1)
3. Scope: A fully modular and reconfigurable training system designed to simulate various operational environments for realistic scenario-based training. The products offered must meet the following salient functional, physical and performance characteristics:
[Facility Dimensions & Layout]
Footprint: A minimum footprint of 2,400 square feet, with the capability to easily expand to larger configurations.
Structure Type: Single-story, fully portable, and self-sufficient modular system. It must be capable of being set up both indoors and outdoors without relying on or attaching to any existing structures.
Component Requirements: Must include all necessary connectors and stabilizers to create a minimum of eight (8) separate rooms and ten (10) doors.
Weight & Assembly Constraints: Individual wall, door, and window panels must be designed for rapid assembly and disassembly by a two-person team without the need for material handling equipment to ensure quick reconfiguration.
Tool-less Modification: The modular layout must be highly adaptable. Assembly, disassembly, and layout changes must be executable without the need for ladders, special tools, or power tools.
Universal Doors: All doors must feature a universal design, capable of opening inward or outward, and configurable for either left-side or right-side entrances.
[Ballistic & Environmental Specifications]
Simunition/Less-Lethal Capability: The wall assemblies must safely contain and stop simulation and marking rounds without projectile penetration beyond the panel. The material must maintain structural integrity after repeated use with less-lethal training ammunition.
Live-Fire Capability: During live-fire exercises utilizing duty-caliber ammunition, the ballistic panel material must allow projectiles to safely pass through while completely eliminating ricochet, splintering, and bullet bounce-back hazards.
Environmental Durability: The system must be highly weather-resistant, capable of withstanding
UV exposure, rain, and extreme temperatures. All components must be waterproof and suitable for prolonged outdoor use in inclement weather, including heavy rain, without degradation of performance or structural integrity.
4. Delivery, Installation, & Training Scope
Installation Requirements: Permanent on-site installation is not required due to the portable, quick set-up/tear-down nature of the modular facility.
Training Delivery: The vendor is required to deliver the system to MacDill AFB and provide comprehensive, on-site training to 6 SFS personnel covering proper setup, breakdown, and reconfiguration procedures.
Training Materials: In addition to on-site training, the vendor shall provide durable, waterproof quick-reference guides for setup and reconfiguration, as well as digital copies (PDF) of all training manuals, maintenance guides, and parts lists.
Schedule: The delivery requirement remains strictly at 60 calendar days. Since turn-key permanent installation is not required, this training and delivery scope does not negatively impact the 60-day timeline.
5. Safety & Standards Compliance
The vendor must provide certification or independent testing data demonstrating that the system's ballistic pass-through and less-lethal containment capabilities meet or exceed relevant industry standards (e.g., National Institute of Justice (NIJ) or Underwriters Laboratories (UL) standards). All materials used must be non-toxic and fire-retardant in accordance with applicable safety regulations.
6. Warranty
The vendor shall provide a minimum of a three (3) year comprehensive warranty on all system components, covering defects in materials and workmanship. The warranty period shall begin upon formal acceptance by the government. The vendor must describe the process for warranty claims and the expected response time for repairs or replacements.
7. Maintenance and Spares
The vendor shall provide a complete list of recommended spare parts, including pricing and lead times. The proposal shall also include a recommended maintenance schedule and detailed instructions for operator-level maintenance and repair.
8. Acceptance Testing Criteria
Upon delivery and prior to final acceptance, the government will conduct an inspection and acceptance test plan. This will include, at a minimum: a joint inventory of all components, assembly and disassembly of a sample layout to verify the tool-less and rapid assembly requirements, and a functional test of all doors. Final acceptance is contingent on the successful completion of this inspection and the provided on-site training.
