About this file
This is a Statement of Need (SON) for the purchase and delivery of rock materials for Fort Bliss National Cemetery in El Paso, TX. The Department of Veterans Affairs (VA) National Cemetery Administration seeks a contractor to provide two specific rock types: Grey Rock and Franklin Red Granite Rock, with annual minimum and maximum quantity requirements of 250-500 tons of Grey Rock and 700-1,100 tons of Franklin Red Rock. Delivery specifications include using a 10-16 cubic yard dump truck, entering through the cemetery maintenance gate, and delivering materials within five business days of order receipt, with deliveries restricted to Monday through Friday between 8:00 AM and 3:00 PM.
The solicitation is currently in a Sources Sought pre-solicitation phase, targeting NAICS code 212319 with a size standard of 550 employees. The VA has a preference for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) or Veteran-Owned Small Businesses (VOSB), and will set aside the solicitation for these categories if two or more qualified vendors are identified. The contract structure is planned as an Indefinite Delivery Indefinite Quantity (IDIQ) contract with a base year and four one-year option periods, subject to government discretion. Vendors must provide weight tickets with each delivery and ensure no damage to cemetery grounds during material delivery.
