About this file

This Statement of Need outlines requirements for 12 barrels of Chevron Delo 400 SDE (15W-40) generator lubrication oil for the NOAA Ship Oscar Dyson, located in Kodiak, Alaska. The oil is needed for regular maintenance of four Caterpillar generators - two 3508b generators requiring oil changes every 500 hours and two 3512b generators requiring changes every 1000 hours.

The oil must meet specific technical specifications including SAE 15W-40 viscosity with MIL-L-2104 specification and various service category requirements (API, ACEA, JASO, etc.). Delivery is expected by December 30, 2024, to City Pier #2 in Kodiak, AK. The document specifically requests using a local supplier rather than a lower 48 company to avoid delivery delays and barrel disposal issues. The provider must ensure proper safety protocols for oil transfer to the vessel. Points of contact include the Chief Marine Engineer and Acting Executive Officer of the NOAA Ship Oscar Dyson.
