About this file

This is a Single Source Determination using Simplified Acquisition Procedures (SAP) for the procurement of Chevron Delo 400 SDE (15W-40) Engine Oil for the NOAA Ship Oscar Dyson. The document justifies the use of a brand name specification for 12 barrels of engine oil to be delivered to the vessel at City Pier #2 in Kodiak, AK by December 30, 2024.

The justification provides two key rationales for the single-source determination: (1) The specific Chevron oil is essential and approved by Caterpillar for use in the vessel's engines, with other manufacturers' products deemed unsuitable due to different additives, and (2) There are compatibility concerns about mixing lubricants from different manufacturers due to variations in chemical composition. The document is signed by LT Collin McMillan, Acting Executive Officer of the NOAA Ship Oscar Dyson, on December 16, 2024, and requires final approval from a Contracting Officer. The procurement is being handled by the Department of Commerce, NOAA Acquisition and Grants Office (AGO).

SINGLE SOURCE DETERMINATION USING

SIMPLIFIED ACQUISITION PROCEDURES (SAP)

FOR AN ACTION NOT EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD

(AUTHORITY: FAR 13.106-1(b)(1))

1. Agency and contracting activity. Department of Commerce, NOAA Acquisition and Grants Office (AGO), WAD and OMAO / MOC-P / NOAA Ship Oscar Dyson

2. Description of supplies or services required to meet agency needs (including the estimated value).

Lubrication Oil delivery for NOAA Ship Oscar Dyson, docked at City Pier #2 in Kodiak, AK.

Requested delivery date is 12/30/24.

Delivery location:

NOAA Ship Oscar Dyson Kodiak City Pier #2 727 Shelikof St Kodiak, AK 99615

3. Identification of the single source or the brand name to be solicited.

Chevron Delo 400 SDE (15W-40) Engine Oil 12 barrels.

4. Supporting rationale. Only one source or brand name is reasonably available as detailed below:

Brand Name – This particular brand name is essential to the requirement and market research indicates similar products do not meet or cannot be modified to meet agency needs.

This vessel uses Chevron Delo 400 SDE (15W-40) Engine Oil. This oil is approved by Caterpillar for use and exceeds all parameters that this involves. Other manufacturers such as Mobil make similar products but should not be used because of additives. This same holds true for the other Chevron lubrication oil products listed above, in regard to the specific machinery onboard the vessel in which each oil is used.

Compatibility to existing systems or equipment - The required supplies or service must be compatible in all aspects (form, fit, and function) with existing systems or equipment and the source is uniquely qualified to meet the requirement.

There is uncertainty in issues that may arise when lubricants from several manufacturers are mixed together, as each lubricant will have slight differences in chemical composition. Therefore our first choice is always CHEVRON DELO 400 SDE (15w-40) to insure the longest operational life expectancy from our engines, and the best value for the government and taxpayer. This order represents maximum capacity and ship’s storage availability to allow boat to run as long as possible.

(Insert PR/RFQ number, as applicable)

Source Selection Information – see FAR 2.101 and 3.104

Urgency – The nature of the requirement has been deemed urgent due to unusual and compelling circumstances. Following competitive procedures would result in unacceptable delays resulting in serious injury to the Government.

Other - Only one source is capable
