About this file
This Statement of Need (SON) details the Naval Medical Research Unit San Antonio's (NAMRU-SA) requirement for two Lumiloop laser-powered electric-field probes (LSProbe) for biomedical research on electromagnetic radiation exposures. The specific procurement includes the Lumiloop LSProbe 1.2 G-variant, LSProbe Computer Interface CI-250+, software package, system carrying case, shipping, ISO/IEC 17025 accredited calibration, fiber connector cleaning kit, and flexible probe stand. The technical specifications include extensive field strength range capabilities from 9 kHz to 8.2 GHz, precise measurement accuracy, and specific performance parameters such as analog rise time, sampling rates, and temperature stability.
The procurement will be conducted through an open market solicitation seeking vendors capable of providing the brand name Lumiloop LSProbe with the specified requirements. The delivery location is TSRL/NAMRU-SA at 4141 Petroleum Drive, JBSA Fort Sam Houston, TX, with delivery hours Monday through Friday from 0800-1500. The equipment comes with a 24-month warranty, and the technical point of contact is Dr. William D'Angelo. The solicitation is unclassified, with no additional maintenance or services required at this time, and is part of the fiscal year 2025 procurement cycle.
