STATEMENT OF NEED

FOR

Quarterly Servicing for Dock 4 (Building 1077) Hangar Breathing Air System

A. BACKGROUND:

The 940th Maintenance Squadron, Beale AFB, CA, is responsible for maintaining aircraft support equipment and facilities required to support aircraft maintenance operations. The squadron utilizes a Hangar Breathing Air System in Dock 4 (Building 1077) to safely perform confined space maintenance, inspection, and repair activities. To ensure compliance with OSHA, manufacturer guidelines, and strictly adhere to 1-1-3 Fuel Systems requirements, this breathing air system requires continuous 100% serviceability. This system is critical to ensuring confined space entrants have reliable, safe breathable air, and is essential for immediate tank rescue and extraction operations in the event an entrant becomes incapacitated.

B. SCOPE:

The contractor shall provide quarterly service and inspections for the Hangar Breathing Air System located at Dock 4 (Building 1077) assigned to the 940 MXS. The contractor shall inspect, service, and test the unit in accordance with current 1-1-3 Fuel Systems requirements, OSHA breathing air standards, and manufacturer recommendations. The contractor shall provide service documentation identifying air quality results, any deficiencies, safety concerns, and recommended corrective actions. Any major repairs identified during the quarterly servicing shall be documented and provided to the Government for separate review and approval.

C. REQUIREMENT:

To meet mission requirements and ensure 100% serviceability for confined space operations, the 940 MXS requires quarterly servicing for the following breathing air equipment:

Make Model Type Serial Number

Powerex SED1007E0AJ Breathing Air System S5641-1591

CUI

The contractor shall provide all labor, tools, equipment, testing materials, transportation, supervision, and technical expertise necessary to perform quarterly servicing and provide inspection/certification reports for the system. The estimated annual requirement is four (4) services annually, consisting of one servicing visit per quarter.

The contractor shall provide a written service report for the system identifying inspection results, deficiencies and recommended repairs.

Failure to perform quarterly servicing will result in the breathing air system being removed from service, immediately halting confined space entries per 1-1-3 Fuel Systems requirements. This will eliminate tank rescue/extraction capabilities, reduce maintenance capability, and severely limit the squadron's ability to safely support fuel system maintenance operations.
