About this file
This is a Statement of Need for the Aircraft Maintenance Group (MXG) at MacDill Air Force Base, Florida, documenting the requirement to procure nine gas-powered low-speed vehicles to replace outdated golf carts that have exceeded their operational life cycle. The existing vehicles are causing significant operational inefficiencies, with maintenance personnel experiencing approximately 30-minute average wait times per task across approximately 37,524 annual maintenance actions, resulting in approximately 1,125,720 hours of movement waste annually. The replacement vehicles are intended to support up to 300 personnel across three shifts and directly address declining performance metrics, including fix rate, and task saturation issues affecting flight line expeditors' oversight capabilities.
The required vehicles must be Cushman Shuttle 4 gas-powered models (Part Number 618851G) or equivalent, with minimum specifications including 1,200-pound payload capacity with utility bed, minimum four seats, maximum 15 mph top speed for flight line safety compliance, small turning radius for maneuverability, durable construction materials resistant to chemicals and oil exposure, and safety features including roof, windshield, and DOT lighting systems. Delivery is required to 7415 Hangar Loop Drive, MacDill Air Force Base, Florida 33621 within 60 days of contract award, with base access required. The procurement includes vendor warranty coverage for drivetrain, electrical, workmanship, and major component defects. The 927 MXG will assume responsibility for inherent maintenance services including yearly engine oil, oil filter, fuel filter, air filter, and spark plug replacement, as well as tire and brake replacement.

927 MXG Gas Golf Cart Replacement
Statement of Need
27 February 2025
1. Requirement: The Aircraft Maintenance Group (MXG) has an urgent requirement to replace the existing golf carts that have surpassed their operational life cycle. These carts, originally procured for flight line maintenance support, have become increasingly unreliable, hindering the efficiency of maintenance operations.
The primary purpose of the replacement vehicles is to facilitate rapid and effective transportation for maintenance personnel and equipment across the flight line. Currently, the reliance on these outdated golf carts compromises MXG’s ability to manage maintenance operations efficiently, as personnel are frequently delayed while waiting for reliable transport. These delays have significant operational impacts, including:
a. Increased wait times during maintenance actions. With approximately 37,524 maintenance actions performed annually, the average wait time of 30 minutes per task equates to approximately 1,125,720 hours of movement waste per year.
b. Detrimental effects on key performance metrics, such as the fix rate, which has shown a negative trend and currently stands at a concerning level well below desired thresholds.
c. Ineffective oversight by flight line expeditors due to task saturation and an inability to effectively manage logistics and coordination.
The procurement of nine new gas-powered low-speed vehicles will directly address these issues by providing reliable, efficient transport for up to 300 personnel working across three shifts. Ultimately, this investment will enhance mission readiness and execution capability.
2. Characteristics: The replacement vehicles must meet specific salient characteristics that align with the MXG’s operational needs and conditions:
a. Brand Name or Equal: Cushman, Shuttle 4; Gas engine; Part Number:
618851G.
b. Type: Gas powered low-speed vehicle
c. Quantity: 9 vehicles
d. Specifications:
i. Payload Capacity: Minimum of 1200 pounds to transport personnel and maintenance equipment, including tools, spare parts, and essential equipment. Must have a utility bed.
ii. Seating: Minimum of 4 seats.
iii. Top Speed: Maximum speed of 15 mph to comply with safety regulations and operational requirements on the flight line.
iv. Turning Radius: Small turning radius for maneuverability in tight spaces typical of the flight line environment.
v. Durability: Construction materials that can withstand exposure to various chemicals, oil, and rugged terrain associated with flight line operations.
vi. Safety Features: Must include safety features such as roof, windshield, and DOT lighting systems to ensure compliance with safety regulations while transporting personnel and equipment.
3. Inherent Services: The 927 MXG will be responsible for Maintenance: Yearly engine oil, engine oil filter, fuel filter, air filer, spark plugs replacement; Tires/ brakes replacement.
4. Delivery: The replacement gas-powered low-speed vehicles are required to be delivered to 7415 Hangar Loop Dr MacDill Air Force Base, Florida 33621 that will require base access, with an expected delivery timeframe of 60 days from the date of contract award.
5. Terms and Conditions: This procurement will encompass the following terms and conditions:
a. Warranty: A warranty period covering defects in drivetrain, electrical, workmanship and other major components ensuring that any issues occurring within an agreed upon period will be addressed at the vendor's expense.
