About this file
This document is a Statement of Need (SON) for the purchase of Campbell Scientific probes and maintenance kits for the National Marine Fisheries Service laboratory in Milford, CT. The laboratory is the new home of the Northeast Oyster Breeding Center, a joint program between the USDA and NOAA Fisheries. The equipment is required to monitor and control the new experimental oyster breeding systems, including CUDLS, Downwellers, and Upwellers. The new equipment must integrate with existing Campbell Scientific systems and communicate with probes, pumps, and valves from other manufacturers. It must provide real-time data viewing, logging for analysis and historical purposes, and operate continuously 24/7. The delivery location is NOAA NMFS, 212 Rogers Ave. Milford, CT 06460, and the delivery schedule is 15 days after the date of award.
The related federal contract opportunity is a Special Notice for the Oyster Breeding System, with a solicitation number of 143021-24-0365. NOAA intends to award a single-source, firm-fixed-price contract to Campbell Scientific Inc. under simplified acquisition and commercial procedures. Sources interested in responding must submit a capability statement by 12:00 pm ET on July 18, 2024, demonstrating their technical capability and cost information to meet the requirement. STATEMENT OF NEED
Purchase of Campbell Scientific Probes and Maintenance Kits
BACKGROUND / SCOPE / MISSION: The National Marine Fisheries Service laboratory at 212 Rogers Ave. Milford CT is the new home of the Northeast Oyster Breeding Center, a joint program between the US Department of Agriculture (USDA) and the National Oceanic and Atmospheric Administration (NOAA) Fisheries. The program is breeding oysters from spawn through spat using several types of systems, CUDLS, Downwellers and Upwellers. All of these systems require control of valves, pumps, etc. to move seawater, stabilize the seawater, and feed the animals while recording various environmental parameters.
INTENDED USE / PURPOSE: We are looking to expand the systems already in use at the facility to monitor and control the new experimental designs being constructed into an integrated system that will allow scientists to evaluate conditions, make simple changes as required, and log all required data. This equipment will record all actions continuously 24 hours per day. The new equipment will allow information to be viewed in real time to make decisions quickly avoiding problems that develop. The equipment has the capability of providing remote access to information and the ability to notify if variables exceed limits.
The parts/supplies required must integrate with existing equipment (Campbell Scientific) while communicating with probes, pumps, valves, etc. from other manufacturers (i.e. Turner, Georg Fischer etc.). The equipment must provide real time data viewing both at the facility and remotely. The equipment must log required information for analysis and historical purposes. The equipment must be able to perform required items continuously 24/7 while systems are in use.
DELIVERY LOCATION: NOAA NMFS, 212 Rogers Ave. Milford, CT 06460.
DELIVERY SCHEDULE: 15 days after the date of award.
