About this file

This document is a Single Source Determination Using Simplified Acquisition Procedures (SAP) for an action not exceeding the Simplified Acquisition Threshold. The Department of Commerce, NOAA Acquisition and Grants Office, requires additional equipment to expand the data logging and control systems for the Northeast Oyster Breeding Center (NOBC). The existing systems use Campbell Scientific data loggers, software, and interfacing equipment, and maintaining compatibility with the existing equipment is critical. The rationale for the sole source award to Campbell Scientific is that their equipment is the only reasonably available source that is compatible with the existing systems. Market research confirmed there are no existing off-the-shelf products available to meet the specialized needs of the NOBC facility.

The related Federal Contract Opportunity is a Notice of Intent to Award a single source, firm fixed price contract to Campbell Scientific Inc. for an Oyster Breeding System under Simplified Acquisition Procedures and Commercial Item acquisition. The government intends to make a sole source award without further competition if no capable sources respond to the notice by the due date of July 18, 2024.

SINGLE SOURCE DETERMINATION USING

SIMPLIFIED ACQUISITION PROCEDURES (SAP)

FOR AN ACTION NOT EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD

(AUTHORITY: FAR 13.106-1(b)(1)) Campbell Scientific Probes for the Northeast Oyster Breeding Center

(NOBC)

1. Agency and contracting activity. Department of Commerce, NOAA Acquisition and Grants Office (AGO), Fisheries OMB Field Delegates and Northeast Fisheries Science Center, Ecosystems and Aquaculture Division, Aquaculture Sustainability Branch.

2. Description of supplies or services required to meet agency needs (including the estimated value).. An expansion of our data logging and control systems for NOBC requires additional equipment that will interface with the existing equipment. The existing systems use Campbell Scientific data loggers, software and interfacing equipment to tie pumps, sensors, etc.

from others into an integrated system that controls, logs and displays all pertinent information.

Maintaining the same equipment from the old system to the new system is critical to maintain consistency.

3. Identification of the single source or the brand name to be solicited. Campbell Scientific data loggers and probes have been installed for all NOBC requirements. This current order will expand systems to provide the required number of oysters for the study.

4. Supporting rationale. Only one source or brand name is reasonably available as detailed below:

□ Compatibility to existing systems or equipment - The required supplies must be compatible in all aspects (form, fit, and function) with existing systems or equipment, and the source is uniquely qualified to meet the requirement. The current Northeast Oyster Breeding Center (NOBC) systems utilize these loggers and probes for Downwellers and Upwellers that were constructed over the course of the last two years. A decision was made to double our ability to produce the required oysters requiring an expansion of these existing systems. These loggers and probes provide the required control and data logging and it is important not to change the system from old to new.

5. Market Research.

There is no existing, off-the-shelf product available to accomplish the very specialized (unique to our facility) need.

6. Technical/Requirements Representative Certification I certify that this requirement constitutes the Government’s minimum needs and the supporting data provided herein is accurate and complete to the best of my knowledge and belief.
