U.S. Environmental Protection Agency Emergency and Rapid Response Services (ERRS)

THIS IS NOT A SOLICITATION ANNOUNCEMENT AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT.
The purpose of this sources sought synopsis is for market research purposes to gain knowledge of potentially interested and qualified sources. No reimbursement will be made for any costs associated with providing information in response to this announcement and/or any follow-up information requests. There is no solicitation available at this time. Information should focus on the capability to provide the technical support services defined below. Standard company brochures are not desired.
The U.S. EPA Region III has a requirement for a Time and Materials contract for Emergency and Rapid Response Services (ERRS) for the removal of hazardous substances to be conducted under Section 104 of the Comprehensive Environmental Response, Compensation and Liability Act of 1980 (Superfund), as amended; Section 311 of the Clean Water Act (CWA) as amended by the Oil Pollution Act of 1990; Subtitle I of the Resource Conservation Recovery Act (RCRA) and pursuant to the National Oil and Hazardous Substances Pollution Contingency Plan (NCP); Presidential Decision Document (PDD) #39; the Robert T. Stafford National Disaster Act and pursuant to the Federal Response Plan (FRP).
The successful contractor will provide necessary cleanup equipment, personnel, materials and other resources to mitigate or eliminate any hazard or damage to the environment resulting from a release, or a threat of release of oil, petroleum products, hazardous substances, pollutants, or contaminants into the environment; the threat of fire and explosion and incidents involving terrorist acts, weapons of mass destruction and nuclear-biological-chemical incidents; natural disasters. The response services are for the EPA, Region III (Pennsylvania, Maryland, Delaware, Virginia, West Virginia, and the District of Columbia).
The solicitation will be a small business set aside (SBSA). It is anticipated that the SBSA RFP will result in one (1) or two (2) each contract awards with a primary response coverage as follows: less than 24, and up to 72 hours throughout the Region, depending on the urgency.
A draft Statement of Work (SOW) is available at https://www.fedconnect.net/ under SOL-R3-15-00005. To evaluate the potential number of vendors capable of adequately performing under the ERRS SOW, a thorough review of capability statements will be conducted. Interested parties who believe they have the ability to provide the required services are invited to supply a capabilities statement of no more than twenty (20) pages. Capability statements must include: (1) Complete Business Name, including DUNs #; (2) Contact Information (Respondent’s name and title, address, telephone, facsimile, e-mail); (3) Business Size and Classification (small, small-disadvantaged, SBA Certified 8(a), HUBZone, service-disabled, veteran-owned etc.). Capability statements must address technical competencies and management/personnel experience relative to the key task areas detailed in the draft SOW.
The Government anticipates award of an Indefinite Delivery – Indefinite Quantity (IDIQ) contract with a five (5) year base period. It is anticipated that the Government intends to issue the solicitation in May 2016. This date is projected. The procurement strategy will be determined in part by the responses to this notice.
All interested parties believing they may provide the required services as defined in the ERRS SOW are invited to submit the above documentation. Responses may be e-mailed to the Contracting Officer, John Robb at robb.john@pa.gov.
