QUESTIONS & ANSWERS
Question 1: Section L.6, “Delivery Instructions” instructs offerors to submit “Past Performance Information as required under SectionL.7(c)(3)…The Past Performance Information should conform to the standardized format provided in Section J.2.” Section L.7(c)(3) on page 164 directs offerors to provide a “narrative summary” of use of small business concerns in Volume I Appendix 3. Could USAID please confirm that the following list is comprehensive for past performance elements required by August 31st?
If this list is not comprehensive, could USAID please clarify which specific past performance elements should be included by the August 31st due date?
1. Volume I, Appendix 3: “Past Performance Information”
a. narrative summary of Offerors’ use of small business concerns over the past three years
b. list of three to five recent contracts submitted to eSRS, and copies of subcontracting reports not submitted to eSRS
c. names and addresses of three small business concern references
2. Volume I, Appendix 4: “Contractor Performance Report – Short-Form”- five performance reports for prime and major subcontractors
Answer to Question 1: USAID confirms that all Past Performance Information is due August 31st. See Modifications noted above.
Question 2: Per question 18 of the pre-solicitation Q&A and page 160 of the RFP, could USAID please confirm that Volume I - Section C, “Past Performance,” includes five pages of narrative that is not part of appendix 3 or appendix 4?
Answer to Question 2: The RFP takes precedence over the pre-solicitation and the resulting pre-solicitation Q&A. USAID confirms that all Past Performance Information is due August 31st. See Modifications noted above.
Question 3: If so, could USAID please further confirm that the five pages of past performance narrative that are not in appendix 3 and 4 should be excluded from the past performance materials due on August 31st?
Answer to Question 3: USAID confirms all past performance information is due on August 31st 2017.
See Modifications noted above.
Question 4: Could USAID confirm that the five page narrative not included in appendix 3 and 4 may include past performance information for all subcontractors?
Answer to Question 4: USAID confirms that the five page narrative may include past performance information for all subcontractors.
Question 5: Section L.6 on page 159 (Delivery of Past Performance Information) states, “The offeror must electronically submit Past Performance Information as required under Section L.7(c)(3)…” However, there is no Section L.7(c)(3); L.7(c)(iii) refers to quality awards or certifications and L.7(c)(iv)(3) refers to utilization of small business concerns. Could USAID please confirm that the Past Performance Information offerors are required to submit on August 31 is Appendix 4 for Volume I: five of the most recent and relevant Contractor Performance Report-Short Forms (Attachment in Section J.2) and not the five-page Past Performance narrative included in Volume I?
Answer to Question 5: Please see Modifications above. USAID confirms that all Past Performance Information is due on August 31st.
Question 6: Would USAID please confirm that the required Past Performance Information comprises only the following: Appendix 3: Past Performance Information (using Small Business Concerns as clarified on page 164) and Appendix 4: five Contractor Performance Reports – Short Forms, using the template provided in Attachment J.2 from the solicitation?
Answer to Question 6: Please see Modifications above. USAID confirms that all Past Performance Information is due August 31st.
Question 7: The page constraints for Volume 1 – Technical Proposal are insufficient to permit Offerors to be responsive to the Subfactor A.1 Technical Expertise element of the Technical Evaluation criteria, which states: “USAID will evaluate the relevancy, breadth and depth of the Offeror’s and any major subcontractors’ technical expertise and capabilities in the land and resource governance sector, as it relates to the activities described in Section C” (bold added for emphasis). Section C.4 Statement of Work includes 91 areas where USAID states that “The Contractor must provide technical assistance in the following areas.” However, Section L.7 only permits offerors 5 pages to cover all of those 91 areas under “1. Technical Expertise,” but also requires Offerors to provide information on Management Capability and Grants Under Contract Management. Question: Would USAID provide additional pages for Offerors to adequately describe our Corporate/Institutional Capabilities against the technical competencies required by USAID in Section C.4? We would like to suggest that an additional 10 pages be added to Volume I. Question: In addition, would USAID permit offerors to allocate pages within Volume I as needed rather than the 5 page limits currently placed on the three sections of Volume 1 – Technical Proposal? For example, neither Volume I(B) or (C) are likely to require 5 pages of narrative apiece to provide sufficient information to USAID against the evaluation criteria.
Answer to Question 7: USAID confirms it will not increase page limits.
