Questions and Responses to

Request for Proposals (RFP) – No. SOL-OAA-16-000179

Prevention of Mosquito-Borne Diseases through Vector Control

Offerors should note that a decision has been made to extend the closing date for the Request for Proposals from Friday April 14; 12pm EST to Tuesday April 18, 2017 5pm EST.

Please refer to the revised Request for Proposals for details.

67. Per Evaluation Criteria in Section L, the IDIQ Director needs to meet requirements stated in Section L. However, there are no minimum requirements listed in Section L or Section C. Please clarity.

For information on IDIQ Director responsibilities; experience; education requirements please refer to Section F.8 Key Personnel on page 37 and 38;

Section B.6 Labor, pages 9; 12 as well as Section L.4.4 Staffing and Key Personnel on page 118; and Section M.2(d) Staffing and Key Personnel.

68. In Section F.8 Key Personnel, the narrative (p. 37) introduces an “IDIQ Manager”.

We presume that USAID means “IDIQ Director” rather than introducing a new cadre?

Correct, “IDIQ Director” should be used instead of “IDIQ Manager”.

69. On page 114 of the solicitation, USAID requires a type no smaller than 11 pitch.

Could USAID confirm that 11 pitch is equivalent to 11-point font size? As a related query, would USAID allow a slightly smaller font size for tables and text boxes as long as it is clear and legible?

USAID confirms that 11 pitch is equivalent to 11-point font size; and it would be acceptable for offerors to utilize a 9 point font for figures, tables, text boxes and graphics.

70. For budgeting purposes, could USAID specify which written deliverables will be required to be uploaded to the Development Experience Clearinghouse (DEC) – for both the IDIQ and the Task Order? And could USAID confirm that only those deliverables being uploaded to DEC will need to be 508 – compliant?

Please refer to Section H.8 Submission of Datasets to the Development Data Library (DDL) October 2014 on page 49 for details.

71. Part 6 – Subcontracting Plan and Small Business Concerns directs that the offeror should use the TEC for subcontracting Plan $875,000,000, however attachment J.4 page 242 indicates that if offerors are submitting an individual plan the goals are based on the planned subcontracting in support of the contract. Please confirm that if an offeror is submitting an individual plan the subcontracting percentages shall be based on subcontracted dollars and not the total estimated cost of the contract. In addition, please confirm that offerors are not required to submit subcontracting plans at the IDIQ and Task Order level.

Submission of a subcontracting plan is required at IDIQ level as stated in Section F.5.1 IDIQ Reports on page 25. In addition, offerors should follow the instructions provided on page 123 – “Subcontracting Plans and Small Business Concerns”.

72. In response to question 41, USAID confirms that Cameroon, Cote d’Ivoire, and Sierra Leone will be spraying in years 2 – 4, but attachment J.2 on page 206 shows that Cameroon will spray in years 2 – 4 and Cote d’Ivoire and Sierra Leone will spray in years 2 – 5. Can USAID please confirm which years Cote d’Ivoire and Sierra Leone will be spraying.

Per Attachment J.2, Cameroon is forecasted to conduct IRS in project years 2-4, and Cote d’Ivoire and Sierra Leone are forecasted to conduct IRS in project years 2-5.

73. In the response to questions 45 – 46, USAID confirms that section L.5(c) Part 3 on page 171 was unintentionally excluded. Should contractors leave this section blank in their response to the Task Order or should the numbering in the Task Order be adjusted so that Part 4 becomes Part 3, and so on?

The numbering of the Task Order should be adjusted. Please refer to revised RFP for details.

74. In the responses to questions 47, 53 – 55, and 59, USAID states that the budget for ITN-related services is $250,000 per country. Can USAID please clarify if the budget is $250,000 per country per year or if it is $250,000 per country for the life of the project?

Offerors should budget $250,000 per country per year for ITN-related services in seven countries.

75. I have a question regarding the USAID Vector Control RFI/RFP as I want to make sure I am clear on what is due on March 14th. Are we to submit a response to the RFI by that day or is there an actual RFP response that is due? I reviewed the addendum this morning and realized most of the Q and A referred to a RFP but I wasn’t sure if that was the draft RFP or an actual RFP that is due. If you could please let me know that would be helpful.

March 14, 2017 was the post date of the Request for Proposals No. SOL-OAA- 16-000179 Prevention of Mosquito-Borne Diseases through Vector Control.
