PRESOLICITATION NOTICE NO: SOL‐OAA‐12‐000128
SYNOPSIS USAID GLOBAL HEALTH SUPPLY CHAIN
PURPOSE
The purpose of this presolicitation notice is to provide all interested potential offerors with up‐to‐date information concerning the global health supply chain architecture. A description of this architecture was first released by USAID on Federal Business Opportunities website (www.fbo.gov) in synopsis no. SOL‐OAA‐12‐000128, on August 21, 2012.
Specifically, this notice provides further information regarding the requirements referred to in the synopsis as the Single Award IQC for Commodity Procurement and Supply Chain Assistance. Three draft statements of work are attached; the first is for the overall IQC, the second is for the malaria task order under the IQC funded by the President’s Malaria Initiative (PMI); and the third is for the HIV/AIDS task order under the IQC funded by the President’s Emergency Plan for AIDS Relief (PEPFAR). Note that the PMI draft task order is open to support MCH and other infectious disease commodity and technical assistance requirements. The HIV/AIDS draft task order is also open to support HIV/AIDS and essential health commodities and technical assistance requirements. The Office of Population and Reproductive Health plans to issue its own task order under the IQC for procurement of family planning, reproductive health and any other essential health products and technical assistance for increasing commodity security and strengthening public health supply chains.
USAID advises all potential offerors interested in this requirement, to take note of the following:
1) With the goal of maximizing the potential for a robust full and open competition for this requirement, USAID has released these draft Statements of Work (SOWs) for the purpose of providing the public with a more detailed description of USAID’s Single Award IQC for Commodity Procurement and Supply Chain Assistance requirements.
2) Potential offerors are invited to examine the SOWs and submit questions, comments and/or suggestions to the email addresses designated at the bottom of this notice. The only means to submit questions or comments is via e‐mail no later than COB Monday, May 6th, 2013. USAID shall NOT accept questions or comments pertaining to the attached drafts that are submitted via phone calls, hard copies or faxes.
3) Potential offerors should please make sure to write the issue and relevant draft and solicitation number in the subject line of your e‐mail, i.e. IQC‐SOL‐OAA‐12‐ 000128, PMI‐SOL‐OAA‐12‐000128, or HIV‐SOL‐OAA‐12‐000128.
4) This presolicitation notice is for informational purposes only and is not to be considered a Request for Proposals. USAID is not accepting proposals or any related materials at this time.
5) The SOWs that have been included in this presolicitation notice are currently in draft form and are not to be considered as final.
6) At this time, USAID is not releasing any other information concerning this draft requirement such as Evaluation Criteria or Instructions to Offerors. They will be released on FBO with the final RFP package.
7) USAID notes that these drafts SOWs represent only USAID’s thinking on the global health supply chain architecture at this stage in development. At the discretion of the USG, the SOWs may change substantially between now and the release of the final RFP package.
8) A separate draft statement of work for the quality assurance component of the USAID Global Health Commodity Procurement and Supply Chain Assistance Architecture is simultaneously posted on www.fbo.gov.
9) Please note that the offeror who is awarded the Single Award IQC as a prime will not be eligible for award of the Quality Assurance contract as a prime and vice versa. Similarly, the offeror who is awarded the small business set‐aside for Laboratory Equipment and Supplies will not be eligible for award of the Quality Assurance Contract and vice versa. In addition, all awardees are expected to collaborate with one another and will be required to provide non‐proprietary data to the Agency using the information technology platform developed and maintained by the business intelligence contractor under this overall Commodity Procurement and Supply Chain Assistance Architecture.
10) USAID will collect and review the questions, comments and/or suggestions received and will use such information in drafting the global health supply chain architecture solicitations, including potentially revised statements of work.
USAID may publish information or clarifications based on the responses to this pre‐solicitation notice, but only where USAID deems, in its discretion, that such information or clarifications are helpful and/or necessary. Any information or clarifications will be posted on www.fbo.gov.
11) USAID may hold an Industry Day at a time to be publicly released in the future, which will provide the forum for additional discussions regarding the new global health supply chain architecture, as described in synopsis no. SOL‐OAA‐12‐ 000128, and to allow networking among potential partners.
