PRE-SOLICITATION NOTICE QUESTIONS AND RESPONSES
1. Is there a current contract for the requirement? If so, please provide contract number and incumbent.
The contract number is AFP-I-00-05-00027 with Chemonics International, Inc.
2. Will the current contract be extended to allow award of the follow-on contract?
It is the intent of USAID to extend the current contract to June 30, 2011.
3. Could you please provide information on any provisions you envision including in this (follow-on) contract to ensure that strong small business participation will be included in this very large procurement?
As noted in the initial pre-solicitation, USAID has determined that this procurement will be a full and open competition. Small businesses with the necessary qualifications and capabilities to perform this requirement are encouraged to submit an offer in response to the solicitation. Additionally, if the offeror is other than a small business, the solicitation will require the offeror to submit a subcontracting plan addressing subcontracting with small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, and women-owned small business concerns. The successful offeror will be required to have an acceptable plan.
4. Has the RFP been issued? If not, when does USAID intend to release the RFP?
The RFP has not been issued. USAID intends to issue the RFP in the fourth quarter of fiscal year 2010. Please continue to check FedBizOpps for the release of the RFP.
5. Does USAID intend to release a draft RFP?
USAID does not intend to release a draft RFP. USAID intends to allow sufficient time for offerors to propose and will strive to promptly answer all questions received on the solicitation.
