Use/Relationship: This report enables the contractor to periodically provide to the DoD Service/Agency an inventory listing of Government Property (i.e., both Government Furnished Property (GFP) and Contractor Acquired Property (CAP)) in the contractor’s possession (to include subcontractors) by contract.
This DID is applicable to all contracts where Government Property will be furnished by the Government (i.e., GFP) or acquired, fabricated, or otherwise provided by a contractor (i.e., CAP) in performance of a contract.
This DID contains the format and content preparation instructions for the data deliverable resulting from the work task described in the solicitation.

Requirements:

Use/relationship:
The Commercial Asset Visibility (CAV) application provides a web-based, automated method of tracking Government owned reparable assets as they flow through the repair cycle at the contractor's repair facility. The main purpose of CAV is to provide an inventory management system for reparable assets while they are at commercial repair vendors. CAV on the World Wide Web allows the contractor to report transactions as they occur. These transactions automatically update the CAV database. An integrated, relational database allows the commercial repair vendors to access their repair data to produce all of the required status and activity reports.
This Data Item Description (DID) contains the format and content preparation instructions for the data product generated by the specific and discrete task requirement, as delineated in the contract.
Requirements:
1. Format. The CAV System transactions are processed via the World Wide Web. Input formats and methodology are defined in the Contract Statement of Work.
2. Content. The Contractor reporting shall contain the following transactions, status code changes and report types, as described in the Contract Statement of Work:

Use/Relationship: The Teardown Deficiency Report provides a factual narrative analysis of a deficiency which has been noted on equipment.
a. This Data Item Description (DID) is applicable when contractors are responsible for maintaining custodial records for government property being repaired.
b. This DID contains the format, content and intended use information for the data deliverable resulting from the work task described in the solicitation.
c. This DID supersedes DI-ALSS-81534.
1. Reference documents. None.
2. Format. The Teardown Deficiency Report shall be in the contactor’s format.
3. Content. This report shall include an analysis of the deficiency which includes cause of failure, recommended corrective action and recommendations for actions to prevent recurrence of the failure/deficiency, and the applicable category of the failure defined as follows:
a. Workmanship and non-conformance. Any deficiency (e.g., physical, chemical, electrical, functional) noted in materiel which is attributed to non-conformance to applicable specifications, drawing, standards, or Technical Order (TO); or workmanship during manufacture, repair modification or maintenance.
b. Material failure. The failure of an end item which was attributable to neither the repair nor the manufacturing process, but was due to an unpredictable failure of an internal component or sub-assembly.
c. No defect found/could not duplicate: Investigation of the exhibit revealed no deficiency.
Equipment conforms to specifications and TO standards and procedures.
d. Technical data, deficiency: Technical data (including TOs, drawings, and work specifications) was deficient or inadequate so as to cause the deficiency/failure on the item.
e. Field induced deficiency. Deficiency confirmed by the investigation to have been caused by operator error, i.e., wrong voltage applied, misaligned, maladjusted, mishandling, or not used for intended purpose.

f. Maintenance deficiency. An unfavorable characteristic of an item that impedes the accomplishment of maintenance operations which results in excessive maintenance operations and/or in excessive maintenance man-hour consumption.
g. Design deficiency. A condition that limits or prevents the use of material for purpose intended or required where the material meets all other specifications.

Use/relationship: Product Engineering Design Data and Associated Lists provide engineering data adequate to serve as an authoritative and complete technical description of an item. This data, when authorized, is adequate to support competitive procurement and maintenance for items interchangeable with the original items. This data represents the highest level of design disclosure.
a. This Data Item Description (DID) contains the format and content preparation instructions for
Product Engineering Design Data and Associated Lists resulting from the work task described in 5.4.1.3 of MIL-STD-31000.
b. This DID is applicable to acquisitions of military systems, equipment, and components. It is intended for acquiring Product Engineering Design Data and Associated Lists at the end of the Engineering and
Manufacturing Development Phase and during subsequent phases of the DoD materiel life cycle.
c. It is not intended that all the requirements contained herein should be applied to every program. This
DID should be tailored to the minimum data requirements of the applicable contract or purchase order.
d. This DID is related to DI-SESS-81001F, DI-SESS-81002F, and DI-SESS-81003F. This DID supersedes DI-SESS-81000E.
e. A purchased item, as defined by ASME Y14.24, an item which is sold or traded in the course of conducting normal business operations, is used by commercial industry, or is a specialized version of a supplier's general product line which he routinely customizes. Purchased items as used herein have also been referred to as vendor items or vendor-developed items.
1. Reference documents. The applicable issue of the documents cited herein, including their approval dates and dates of any applicable amendments, notices, and revisions, shall be as specified in the contract.
2. General. Product Engineering Design Data and Associated Lists shall meet the requirements of MIL-
STD-31000. Product Engineering Design Data and Associated Lists shall provide the design disclosure information necessary to serve as a clear, complete and accurate technical description of an item sufficient to enable a manufacturer of similar products at the same or similar state of the art to produce and maintain quality control of item(s) so that the resulting physical and functional characteristics duplicate those of the specified item. These design data shall:
a. Reflect the end product at its current level of design maturity.

b. Provide the engineering data for logistics support products.
c. Provide the necessary data to permit competitive acquisition and manufacture of the original item(s).
3. Format. Product Engineering Design Data and Associated Lists shall be in either the contractor's format or the Government's format as specified on the TDP Option Selection Worksheet incorporated into the contract or purchase order.
4. Content. Product Engineering Design Data and Associated Lists shall conform to the requirements of
ASME Y14.100, or, if applicable, ASME Y14.100 and Appendices B through E, as required, ASME
Y14.34, ASME Y14.41 and/or ASME Y14.41.1. They shall document directly or by reference the following, as applicable:
a. Details of unique processes, i.e., not published or generally available to industry, when essential to design and manufacture.
b. Performance ratings.
c. Dimensional and tolerance data
d. Critical manufacturing processes and assembly sequences.
e. Toleranced input and output characteristics.
f. Diagrams.
g. Mechanical and electrical connections.
h. Physical characteristics, including form, finishes, and protective coatings.
i. Details of material identification, including material condition, and mandatory treatments and coatings.
j. Inspection, test and evaluation criteria.
k. Equipment calibration requirements.
l. Quality assurance requirements.
m. Hardware marking requirements.
n. Requirements for reliability, maintainability, environmental conditioning, shock and vibration testing and other operational or functional tests.
o. Vendor substantiation data when required by the contract or purchase order.

p. Requirements for programming software into devices or assemblies including a description of the input media and the procedures for validating that the software has been installed correctly.
q. Special consideration items and processes.
5. Item definition. All parameters required to define each unit, assembly, subassembly, part or material shall be presented on the applicable design data document. This includes data such as:
a. All necessary mechanical dimensions to fully define fabrication, acceptance, interface or installation of the item depicted.
b. All necessary electrical parameters to fully define fabrication, acceptance, interface or installation of the item depicted.
c. All other necessary physical parameters to fully define fabrication, acceptance, interface or installation of the item depicted, i.e., weight, pressure, viscosity, etc.
d. All necessary environmental conditions which units, assemblies, subassemblies, parts and materials must meet to perform effectively in the end item, such that the end item will meet its specification requirements.
6. CAGE code and document numbers. Product Engineering Design Data and Associated Lists shall be identified with the contractor's CAGE code and contractor document numbers or with a Government
CAGE code and document numbers as specified in the TDP Option Selection Worksheet incorporated in the contract or purchase order.
7. Selection of design data. The types of design data (e.g. drawings, models, 3Di viewables, etc.) required shall be as stated in the TDP Option Selection Worksheet incorporated in the contract or purchase order.
7.1. Vendor Item Control Documents. Vendor Item Control Documents shall be used to specify the requirements for purchased items when such items have been approved for use in the design and are used without alteration, selection or source qualification (testing of an item prior to procurement action to ensure that it satisfies the specified requirements).
7.2. Source Control Documents. Source Control Documents shall be used to specify the requirements for purchased items only when such items have been approved for use in the design and:
a. the item is for a critical application and
b. the requirements can be met by an item from one or more sources and
c. the application required source qualification (testing of an item prior to procurement action to ensure that it satisfies the specified requirements).
7.3. Standard Microcircuit Drawings. Standard Microcircuit Drawings (MIL-HDBK-780) shall be used to specify the requirements of microcircuits.

1 DESCRIPTION OF SERVICES/GENERAL INFORMATION
1.1 Purpose
1.1.1 The purpose of this Performance Work Statement (PWS) is to define the requirements for the non-structural repair of KC135R Electrical Housing utilizing the cold spray process, the following National Stock Numbers (NSN) and Part Numbers (P/N): See end item 1 in preface sheet.
1.2 Pre-Award Survey Requirements (Not Required)
1.3 Initial Production Evaluation (IPE), Qualification, and Certification
1.3.1 IPE shall be required for all new sources of repair to become qualified for cold spray repair of the electrical housing, but may be waived by the Government at the time of award. Previously qualified or waived contractor shall provide the most current document package (A001, A002, and A003) to Cognizant Engineer through PCO fifteen (15) business days prior to contract start.
1.3.2 The IPE will review contractors basic cold spray process and review applications they support
(i.e. size of repairs, heat treatment processes, pre and post processing). Contractor shall furnish a coupon sample and demonstrate their in-house and out-of-house capabilities. The IPE will review contractor’s management of spray powders, material certifications, and powder quality control policies and procedures. Contractor shall furnish a written notice to the Procuring Contract Officer (PCO) through the Administrative Contract Officer (ACO) within fifteen (15) business days when contractor is ready to conduct the IPE.
1.3.3 The IPE will be conducted on three units of each line item. The condition of the items at IPE will be as follows: one unit removed from shipping container and packaging and ready to follow the entire repair procedure, including disassembly, one unit fully disassembled, cleaned, and ready for the cold spray process, and one unit completed and ready for final inspection. The PCO will notify the Contactor of the projected dates that the Government IPE Evaluation Team will arrive at the Contactor’s facilities to conduct the IPE. The Contractor shall permit entrance into its facilities to the Government’s IPE Evaluation Team members. This includes access to Contractor telephones and other communication devices that will allow the Government IPE Evaluation Team members to consult with appropriate Government personnel in the accomplishment of the IPE evaluation.
1.3.4 Under no circumstances shall the Contractor accomplish repair on any other quantity of items on order or through any Induction-at-Risk / Early Induction contractual provisions, other than the three IPE units that will be evaluated by the Government IPE Team members prior to the accomplishment of the IPE. Only after the approval of the IPE by the cognizant Engineer and / or Equipment Specialist (the Government IPE Evaluation Team Leader) shall the Contractor proceed with repair on the remaining items on order or items under Induction-at-Risk / Early Induction provisions. The Government’s delivery schedule will be held in abeyance until approval of the IPE by the Government IPE Evaluation Team Leader.
1.3.5 Qualification: The contractor shall be qualified to perform cold spray repair after the approval of the IPE but must insure to provide the most current document package (A001, A002, and A003) to Cognizant Engineer through PCO of the cold spray repair process prior to production cold spray repair start.
1.4 Quality Program and Inspection Requirements
1.4.1 The Contractor shall establish, document, and maintain a quality system as a means of ensuring that the end item conforms to specified requirements. Each end-item identified to the Government shall be inspected and delivered to the Government as a serviceable asset. The quality system shall be in accordance with contract requirements.
1.4.2 The Contractor shall assist the Defense Contract Management Agency (DCMA) investigation of all Deficiency Reports (DRs) submitted against reportedly defective items repaired by the Contractor to determine the root cause for deficiencies reported by the customer. The Contractor shall ensure each DR is processed in accordance with (IAW) T.O. 00-35D-54, USAF Deficiency Reporting and Investigating System, and investigation results reported IAW Data Item Description (DID) DI-QCIC-80736 within thirty (30) calendar days after receipt of a DR and/or (DID) DI-PSSS-81534A within seven (7) calendar days of end of first reporting period. When the Contractor receives a DR, quality deficiency report (QDR) or teardown deficiency report (TDR), the Contractor shall ensure DRs include: Analysis of data to determine extent and cause of deficiencies, analysis of trends in processes or performance of work to prevent recurrence, and introduction of required improvement, corrections, and monitoring of the effectiveness of corrective action taken. Timely correction and reporting of defects found and corrective action to prevent repeated discrepancies shall be an integral part of the Contractor’s procedures.
Corrective action will extend to the performance of all subcontractors. When defective trends begin to develop or when the specific cause(s) of defects that render a product unserviceable cannot be identified and corrected without an evaluation of an exhibit, such exhibit(s) shall be requested by the Contractor for purposes of investigation.
1.4.3 The Contractor shall report any Government Furnished Property (GFP), for the work accomplished as outlined in this PWS that is damaged, malfunctioning, or otherwise unsuitable for use to the ACO using a Report of Shipping (Item) and WebSDR. Reports shall be accomplished in accordance with the current issue of T.O. 00-35D-54.
1.4.4 The Contractor shall support quality audits as required by the ACO. These audits could require that one or more end items be removed from the production line and subjected to any combination of inspection, testing, disassembly, or assembly, to determine that the standards of performance and technical conformance meet the requirements of this PWS. Upon completion of the quality audit, the Contractor shall incorporate into the repair process such corrective action(s) as are necessary to eliminate the cause(s) of any defects as directed by the ACO.
1.4.5 The Contractor shall support quality assurance reviews to be conducted at the site of repair at the request of the Government throughout the contract period.
1.4.6 The Contractor shall support a quality acceptance review by the DCMA representative at the site of repair for each end item generated under the terms of this contract.
1.4.7 Requests for deviation/waiver shall be submitted to the PCO through the ACO. Work shall not be initiated on assemblies/components affected by deviation/waiver pending approval/disapproval. Requests shall include the consideration to be provided if the government accepts the deviation and, where applicable, the following: contract number; NSN and P/N of end item and lowest part/assembly affected, a complete description of the contract requirement affected and the nature of the deviation, effect on cost/price and delivery schedule, description of deviation/waiver, number of units (and serial numbers as applicable) to be delivered in this configuration, any impacts to logistics support element, justification for deviation/waiver, and information on remedial or corrective actions to prevent recurrence.
1.4.8 Government Industry Data Exchange Program (GIDEP) Not Applicable.
1.4.9 Quality Acceptance and Processing
1.4.9.1 Quality acceptance of each end item shall be performed prior to packaging and transportation.
Quality acceptance shall be performed by DCMA at the repair site. Quality acceptance documentation for each end-item shall be maintained by the Contractor as part of the item document package throughout the life of the contract. Each KC135R Electrical Housing identified as serviceable shall be delivered to the Government defect free.
1.4.9.2 Following quality acceptance by the DCMA QAR, the Contractor shall notify the Production Management Specialist (PMS) via email or fax of the completion of repaired end items. The contractor shall ship each asset in accordance with Ship to Instructions provided in the Order for the asset’s repair. Within one (1) business day of shipment, the Contractor shall provide proof of shipment through delivery of an acceptance in CAVAF under Proof of Shipment. The Proof of Shipment shall include the carrier and tracking number.
1.5 Obsolescence Statement
1.5.1 The Contractor is responsible for identifying sources for required components prior to commencing work under this contract. Upon receipt of the contract or subsequent delivery order, the Contractor shall identify any required components that are no longer available. Within thirty
(30) calendar days after receipt of this contract or subsequent delivery order, the Contractor shall notify the ACO in writing if it is unable to perform the contract or delivery order due to unavailability of required components, and that there is no suitable substitute available for such component. The notification shall include supporting documentation showing the Contractor has made a reasonable effort to obtain the parts and is unable to do so. The government may consider an equitable adjustment in the specification, delivery time/or price rather than terminating the contract or delivery order.
1.6 Condemnation Candidates
1.6.1 The Contractor shall repair all items unless the ACO provides direction in writing that a particular item is excluded from these requirements. The Contractor shall report end items that have been determined to be Beyond Economical Repair (BER) for the approved repairs. The contractor shall report end items with quality issues that cannot be resolved by waiver or by deviation and include the documentation as applies listed in 1.4.2-1.4.7 of this document. The Contractor shall report these as condemnation candidates to the PCO through the ACO within thirty (30) calendar days of discovery. The Contractor shall not condemn repairable or recoverable items without prior approval of the PCO through the ACO. The Contractor shall ensure non-repairable items are disposed of IAW the Contractor’s Government-approved property procedures, including notice to the product Equipment Specialist.
1.6.2 The Government reserves the right to accept or reject the BER assessment by the Contractor.
1.6.3 The disposition of condemned items will be determined on a case-by-case basis by the PCO.
1.7 Tools and Support Equipment
1.7.1 The support equipment (SE) required to accomplish the scope of work to be completed on end-items for the Non-Structural repairs of ZE41A cast magnesium housings shall utilize the Cold Spray process IAW MIL-STD-3021. The Contractor is responsible for furnishing any required support equipment needed to repair ZE41A cast magnesium housing. Reference support equipment for inspection, prepping and finishing in the TO’s listed in Appendix B.
1.7.2 If the Contractor intends to substitute SE, a list of the proposed substitute SE must be provided to the PCO with the proposal. The SE meets the standards stipulated in the technical data by the following actions:
a. Displaying drawings, schematics, or specifications which illustrate that the prospective
Contractor understands the exact nature of the work to be performed and the SE required performing the tasks.
b. Explaining the capabilities of substitute SE to ensure that it is adequate to perform the specified testing requirements.
c. Defining how substitute SE will be designed, built, and calibrated without assistance from the Government, by an internal engineering capability, or the services of a recognized outside engineering agency.
1.7.3 The equipment shall be in possession of the contractor prior to the Initial Production Evaluation
(IPE) team visit if an IPE is required
1.7.4 The Contractor shall show documentation certifying the accuracy of all calibrated SE to the ACO prior to work performed as outlined in the PWS.
1.7.5 Support Equipment Calibration Requirements. The Contractor shall ensure documentation certifying the accuracy of all calibrated SE is made available to the ACO prior to performing work. The Contractor shall ensure SE calibration is maintained throughout the performance of this contract. Upon request, the Contractor shall show calibration data to the ACO for each SE item as follows:
a. SE part number and serial number
b. Date calibrated
c. Calibration due date
d. Calibration source
e. Calibration procedure used
f. Is and Was data
g. Facsimile of the current stamped calibration sticker affixed to SE item
h. Verification of full performance compliance IAW this PWS for SE items that received a limited calibration
i. Traceability to the National Institute of Standards and Technology
1.8 Precious Metals Recovery Program (Not applicable)
1.9 Nuclear Hardness Requirement
1.9.1 Overall nuclear hardness of the system/subsystem shall not be reduced due to the repair procedures. Nuclear hardness requirements are cannot be waived. The Contractor shall notify the PCO if the work degrades the nuclear hardness of the item within one (1) business day of determination. The Contractor shall not continue maintenance actions until Government approval is obtained from the PCO.
1.10 Configuration Management
1.10.1 Engineering Change Proposal: The Contractor shall submit to the PCO, who shall inform the appropriate government entity of any change notice, design change notice, engineering order, engineering change order, engineering change notice, specification change notice or other change that would affect the configuration of the item. Any changes made without written approval from the contracting agency shall require removal at the Contractor’s expense. The Contractor shall request government approval of all ECP changes, including substitute parts changes, through Notice of Revision (NOR) within five (5) calendar days of receipt of the Delivery Order. ECPs shall be submitted in accordance with (DID) DI-SESS-80639E. ECPs submitted shall be technically accurate, complete, clearly written, and systematically account for the proposed configuration changes. The NOR is forwarded to the custodian of each specification, drawing, associated list, or other applicable document(s) so they can make the required documentation changes.
1.10.2 Configuration Change: Changes to the configuration shall be made only when approved by the Cognizant Engineer. Examples of such changes are ECPs generated as the result of diminishing sources, reliability and maintainability, safety, and preferred spares. Records shall be maintained which readily and systematically account for configuration changes from the baseline configuration.
1.11 Parts Control Program
1.11.1 The Contractor shall establish, document, and maintain a parts control program (PCP) for the work associated with this PWS.
1.11.2 The Contractor shall establish the Program Parts Selection List (PPSL) for an end-item or system from the applicable documents in the following order of precedence:
a. Illustrated Parts Breakdown (IPB) TO
b. OEM parts list
c. Current configuration of the end-item or system.
1.11.3 Approval from the PCO is required for the Contractor to use any parts not contained in the PPSL.
The Contractor shall maintain configuration of items worked under the scope of this contract as identified in the applicable end-item or system IPB TO. The Contractor shall notify the PCO via e-mail of any configuration discrepancies noted between the applicable IPB, the engineering drawings, and the current configuration of the end-item. Deviations from the IPB must be authorized by 422 SCMS/GUEA via the PCO prior to implementation. The Contractor shall obtain written authorization from the 422 SCMS/GUEA via the PCO for deviations from the IPB prior to implementation. The Contractor shall report any TO improvement recommendation to the PCO via e-mail.
1.11.4 The PPSL shall serve as the current baseline for an end item or system. Minor changes, as defined in Electronic Industries Association Interim Standard 649, affecting the current baseline will be identified in a quarterly report to the PCO. The quarterly report is for internal PCO activity management functions, such as, informing TO personnel of configuration baseline changes, which is a Contract Data Requirements List item. This data will be submitted electronically in a format approved by PCO.
1.11.5 Contractor shall ensure all Contractor Furnished Material (CFM) or parts used for replacement equals or exceeds the quality of the original material or parts. The material or parts shall be entirely suitable for repair of the end item for its intended purposes, and shall be completely interchangeable without alterations of either the subassemblies or the end item. The Contractor shall only use replacement parts purchased directly from the end-item OEM or purchased from DLA. In the event that parts are not available from either of these two sources for a pending repair operation, the Contractor shall receive written authorization from the cognizant engineering activity through the PCO for any deviations from the aforementioned sources. In the instance that surplus components are available, the cognizant engineering activity reserves the right to approve or disapprove the material. Contractor shall obtain written authorization for its usage from the cognizant engineering activity through the PCO.
1.11.6 The Contractor shall keep records for the life of the contract to allow traceability of the sourcing of replacement parts for each end item repaired. These records shall be furnished for inspection upon Government request.
