About this file
This is a template checklist for offerors to demonstrate compliance with Federal Acquisition Regulation (FAR) 52.219-14 limitations on subcontracting requirements. The document is designed to be completed by prime contractors during the proposal submission process to disclose their performance approach and subcontracting strategy.
The checklist requires offerors to first declare whether the prime contractor will self-perform the required work or intend to subcontract a portion of work. If subcontracting is planned, offerors must identify each subcontractor by legal business name, Unique Entity ID (UEI), and NAICS code assigned to the subcontract. For each subcontractor, offerors must provide size representations confirming the subcontractor is small under the assigned NAICS code and certify that the subcontractor meets the same small business program status as the prime contractor, selecting from categories including Small Business, SBA-certified SDVOSB, SBA-certified WOSB/EDWOSB, SBA-certified HUBZone, and SBA-certified 8(a). The prime contractor must then certify compliance by confirming it will not subcontract more than the allowable percentage of work to non-similarly situated firms, that all listed subcontractors have provided appropriate size and program-status representations, and that the prime understands noncompliance may result in termination for default, negative CPARS ratings, or other government remedies. The document requires signature by an authorized official with printed name, title, and date. An optional section allows offerors to provide clarifying remarks regarding their performance approach or subcontracting strategy.
