Statement of Objectives Summary
This is a Statement of Objectives (SOO) for a greenhouse modernization project at Cold Spring Harbor Laboratory's Upland Farm Campus, funded through a USDA-ARS project. The contractor must modernize Greenhouse "A" by replacing the existing lighting infrastructure with 24 commercial LED grow lights and upgrading the environmental control system to a Wadsworth Seed 24 platform or equivalent approved system. The project scope encompasses removal of existing equipment, installation of new LED lighting with support infrastructure and electrical systems, installation of the environmental control system with all required hardware and software licenses, replacement of weather station components, system integration and commissioning, and comprehensive onsite training for USDA-ARS and Cold Spring Harbor Laboratory personnel. All work must be completed within 150 days of award or per a mutually agreed-upon schedule.
The contractor must furnish all labor, materials, equipment, transportation, permits, and services necessary for project completion. Deliverables include a project schedule, equipment specifications and installation plan, installed systems, system commissioning report, user manuals and technical documentation, onsite training, and warranty documentation. The completed system must provide reliable environmental monitoring and control, support remote access, integrate greenhouse environmental systems with supplemental lighting, meet manufacturer specifications, and be fully operational at project completion. Project acceptance requires installation of all equipment, full operational status of lighting and control systems, successful commissioning, delivery of required training, provision of documentation and warranties, and acceptance by USDA-ARS and CSHL representatives. The government will provide greenhouse access, utility services, facility coordination, and access for installation and testing activities.

The control system shall include all required controller hardware, software licenses, contactor panels, sensors, weather station components, communication hardware, and associated infrastructure necessary for a complete operational installation.
Task 4. Weather Station and Sensor Upgrades The contractor shall:
• Replace existing weather station components required for compatibility with the upgraded control system.
• Install environmental sensors necessary for operation of the Seed 24 platform.
• Integrate all sensors into the greenhouse control network.
• Verify functionality and calibration of installed monitoring equipment.
Task 5. System Integration and Commissioning The contractor shall:
• Configure and integrate all environmental control components.
• Verify communication between sensors, controllers, lighting systems, and greenhouse equipment.
• Conduct startup and commissioning activities.
• Test all installed systems for proper operation.
• Correct any deficiencies identified during commissioning.
• Provide documentation demonstrating successful system performance.
Task 6. Training The contractor shall provide onsite training for USDA-ARS and CSHL personnel.
Training shall include:
• Operation of the environmental control system.
• Monitoring and alarm functions.
• Environmental programming and scheduling.
• Remote access procedures.
• Routine maintenance requirements.
• Troubleshooting procedures.
Training shall be sufficient to enable greenhouse personnel to independently operate and manage the installed systems.
3. Deliverables The contractor shall provide:

5. Required training has been delivered.
6. Documentation and warranty materials have been provided.
7. USDA-ARS and CSHL representatives have accepted the completed installation.
8. Project Justification and Expected Outcomes
Project Justification Greenhouse "A" serves as a critical controlled-environment research facility supporting USDA-ARS plant genomics, genetics, breeding, phenotyping, and crop improvement research programs conducted at Cold Spring Harbor Laboratory. The existing lighting and environmental control infrastructure is aging and increasingly difficult to maintain, creating operational risks that may impact research continuity and experimental reproducibility.
The current environmental control platform lacks modern capabilities for remote monitoring, data integration, environmental programming, and efficient management of greenhouse operations. In addition, the existing lighting system is less energy efficient than currently available LED technologies and does not provide the level of environmental consistency required for modern controlled-environment research.
Upgrading the greenhouse infrastructure will modernize a core USDA-supported research facility, improve operational reliability, reduce maintenance requirements, and enhance environmental control capabilities needed to support ongoing and future research activities.
The project directly supports USDA-ARS priorities related to agricultural innovation, crop improvement, controlled environment research, and maintenance of critical scientific infrastructure.
Expected Outcomes
Upon completion of the project, USDA-ARS and Cold Spring Harbor Laboratory researchers will have access to a modernized greenhouse facility capable of supporting year-round controlled-environment research with improved reliability and efficiency.
Expected outcomes include:
• Improved environmental monitoring and control of greenhouse conditions, including temperature, humidity, ventilation, and supplemental lighting.
• Increased reliability of greenhouse operations and reduced risk of equipment failures that could impact ongoing research experiments.
• Enhanced reproducibility of plant growth experiments through more precise environmental control.
• Reduced energy consumption through replacement of existing lighting systems with high-efficiency LED grow lights.
• Improved remote monitoring and management capabilities through deployment of the Wadsworth Seed 24 control platform.
• Reduced maintenance requirements associated with aging environmental control and lighting infrastructure.
• Increased operational lifespan of greenhouse infrastructure supporting USDA-ARS research programs.
• Enhanced capacity to support plant genomics, breeding, phenotyping, and crop improvement studies requiring controlled environmental conditions.
• Improved stewardship of federal investments through modernization of existing research infrastructure rather than construction of new facilities.
The upgraded greenhouse will provide a reliable research platform supporting current and future USDA-ARS scientific programs while improving operational efficiency and reducing long-term infrastructure maintenance costs
